Child Care Through the Eyes of Parents, Children and Child Care Providers: The Child Care Experiences of Parents who Have Children with Special Needs (HTML)

Summary: This document presents a summary of research findings from a quality of child care study in Minnesota titled Child Care Through the Eyes of Parents, Children, and Child Care Providers. The study focused on the unique perspectives of families with low and middle incomes. Of the 110 families who completed interviews, 80 percent were eligible for the Minnesota Family Investment Program or Basic Sliding Fee Child Care. Findings show that families were generally pleased with child care and social service providers. Most child care staff were not trained to deal with specific disabilities. Parents were very concerned about the availability of health insurance and the cost of child care. Many parents that received child care assistance did not know that providers could request a higher rate for children with disabilities. Many parents were unaware of subsidies and the availability of higher rates for children with disabilities. They were also unaware that Head Start offered opportunities for their child. Many parents believed that optimal child care was unavailable.
