I. Call to Order, Introductory Remarks, Future Meeting Dates, and Meeting Procedures
The National Advisory Council for Complementary and Alternative Medicine (NACCAM) convened at 12:00 noon on November 21, 2001, by conference call. Dr. Jane Kinsel, Executive Secretary, called the meeting to order and reviewed the agenda: a short open session with an opportunity for public comment, followed by a closed session. Dr. Kinsel reviewed the general rules under which Council must operate. The general public may attend the open session; as required by law, there is an opportunity for public comment. The closed session of the meeting is closed to the public in accordance with the provisions set forth in Section 552b(c)(4) and 552b(c)(6), Title 5, U.S.C. and Section 10(d) of the Federal Advisory Committee Act, as amended (5 U.S.C. Appendix 2). Attendance at the closed session is limited to Council members and appropriate NIH and DHHS staff. The next Council meetings are scheduled for January 28, 2002, and May 28, 2002.
II. Opening Remarks
Dr. Stephen Straus reported on a hearing, Comprehensive Medical Care for Bioterrorism Exposure--Are We Making Evidence-Based Decisions, held by Rep. Dan Burton [R-IN], Chair of the House Committee on Government Reform and Oversight on November 14. It was an important opportunity to state that CAM has potential to be used for a variety of indications. Many people are looking to CAM treatments to help them treat or prevent diseases, such as those that could be caused by weapons of bioterrorism. While many CAM practices do have a place in treating other conditions, no CAM practice has been shown to protect against these diseases. NCCAM welcomes proposals from researchers who study CAM approaches for major public health problems, including those of bioterrorism. Dr. Straus' testimony and other information about bioterrorism can be found on the NCCAM website.
Dr. Straus provided an update of FY 2001 Center activities and told the Council members that a listing of the awards made in FY 2001 could be found on the NCCAM website. A fuller discussion of the budget will be presented at the January 28, 2002, Council meeting.
Dr. Straus informed Council that NCCAM staff, led by Dr. Joana Rosario, NCCAM's Director of the Office of International Health Research, recently held a research symposium in Singapore on Traditional Chinese Medicine and a workshop on clinical research methodology and grantsmanship as part of an effort to include international institutions in NCCAM's research efforts. Another purpose of the meeting was to share knowledge of NIH expertise and research. Dr. Straus also mentioned that the annual meeting of the directors of the centers funded by NCCAM will be held March 18-19, 2002, in Portland, Oregon. In conjunction with this center directors meeting, NCCAM will convene the third NCCAM town meeting for the general public.
Finally, Dr. Straus reported that searches are actively underway to fill the vacancies for the position of Director at the National Institute of Neurological Disorders and Stroke (NINDS), the National Institute of Mental Health (NIMH), the National Institute on Drug Abuse (NIDA), the National Institute on Alcohol Abuse and Alcoholism (NIAAA), and the National Institute of Biomedical Imaging and Bioengineering (NIBIB).
III. Public Comment
A public comment session was held, as required by law. There was no comment by the public.
IV. Closed Session
The remainder of the meeting was closed to the public in accordance with the provisions set forth in Section 552b(c)(4) and 552b(c)(6), Title 5, U.S.C. and Section 10(d) of the Federal Advisory Committee Act, as amended (5 U.S.C. Appendix 2).
The closed session began at 12:45 p.m. A total of 129 applications were assigned to and reviewed by NCCAM. Applications that were noncompetitive, unscored, or not recommended for further consideration by the initial review groups were not considered by Council. Council reviewed and concurred with 79 applications requesting $42,925,653 in total costs.
V. Adjournment
There being no further business, the meeting was adjourned at 3:30 p.m.
