Good Monday morning everyone! A few things were sent to me since Friday, so I thought I'd get the week started by providing you with this information:

Hospital Outpatient Quality Data Reporting Program (HOP QDRP) Submission Deadlines Postponed Until November 15th

In response to hospital concerns, the reporting deadlines for HOP QDRP data are postponed until November 15, 2008, 11:59 pm Central Time. This postponement applies to the reporting of population and sampling data as well as patient-level data.

Normal QualityNet Help Desk hours are Monday through Friday, from 7:00 am to 7:00 pm, Central Time.  However, in order to support these postponed deadlines, the QualityNet Help Desk will provide limitedsupport via voicemail only, for issues regarding system availability, on Friday, November 14, 2008, from 7:00 pm to 12:00 midnight CT, and on Saturday, November 15, 2008, from 7:00 am to 12:00 midnight CT.

CMS Releases FY 2009 Inpatient Rehabilitation Facility PPS PC Pricer

The Centers for Medicare & Medicaid Services (CMS) has released the FY 2009 Inpatient Rehabilitation Facility (IRF) PC Pricer.  If you use the IRF PC Pricer, please go to the web page at http://www.cms.hhs.gov/PCPricer/06_IRF.asp and down load the FY 2009 version posted on 10/29/2008.

Phase 3 of Medicare Hospice Data Collection on Claims

The Centers for Medicare & Medicaid Services (CMS) began collecting visit data on hospice claims as of July 1, 2008.  Various hospice industry representatives have communicated to CMS that the newly required claims information was not comprehensive enough to accurately reflect hospice care. Of particular concern was the fact that CMS was not requiring reporting of the visit intensity. As a result of these concerns, CMS committed to working with the industry to expand the data collection requirements.  Please visit the Spotlight section of CMS' Hospice Center web page (http://www.cms.hhs.gov/center/hospice.asp) for a link to a document containing CMS' suggestions for the next phase of data collection and a sample claim.  We invite the industry to provide comments and suggestions on this approach.

Two Additional Monday Items

Please be aware that the information I sent you earlier this morning was regarding the Hospital Outpatient Quality Data Reporting Program.  Although it looks similar, the information below is on the Reporting HospitalQuality Alliance/Reporting Hospital Quality Data for Annual Payment Update Initiative(s).  In addition, there is a second item with information regarding Release of the 2009 HCPCS Annual Update.

Hospital Quality Alliance (HQA)/Reporting Hospital Quality Data for Annual Payment

Update (RHQDAPU) Patient-Level Submission Deadline Postponed Until November 21st

The Centers for Medicare & Medicaid Services (CMS) has extended the patient-level data transmission deadline for hospitals participating in the Hospital Quality Alliance (HQA): Improving Care through Information and/or the Reporting Hospital Quality Data for Annual Payment Update (RHQDAPU) initiative(s). This extension allows sufficient time for hospitals to submit both OPPS and IPPS clinical patient-level data to the warehouse.

Inpatient clinical patient-level data can be transmitted via My QualityNet to the QIO Clinical Data Warehouse (CDW) for 2nd quarter 2008 (April 1 through June 30, 2008) discharges through 11:59 P.M. Central Standard Time, Friday, November 21, 2008.

CMS reminds QIOs and hospitals that the deadline for submitting inpatient HQA/RHQDAPU initial population and sampling data counts via My QualityNet to the QIO Clinical Data Warehouse (CDW) for 2nd quarter 2008 (April 1 through June 30, 2008) discharges remains 11:59 P.M. Central Standard Time, Saturday, November 1, 2008.

CMS communicated information about the Hospital Outpatient Quality Data Reporting Program (HOP QDRP) 2nd quarter 2008 submission deadline in a separate communication sent to hospitals, associations, and posted on the QualityNet website (www.qualitynet.org) earlier today.    Please refer to the QualityNet website for more information about the HOP QDRP program.

Release of the 2009 HCPCS Annual Update

The Centers for Medicare & Medicaid Services (CMS) is pleased to announce the scheduled release of modifications to the Healthcare Common Procedure Coding System (HCPCS) code set.  These changes have been posted to the HCPCS website at http://www.cms.hhs.gov/HCPCSReleaseCodeSets/ANHCPCS/

All changes are effective January 1, 2009, unless otherwise indicated in the effective date column.

Notice regarding CMS' HCPCS Coding Decision for Skin Substitute Products:

The 2009 HCPCS Annual Update includes a new code series, Q4100 " Q4115, effective January 1, 2009, to identify skin substitute products.  Codes J7340, J7341, J7342, J7343, J7344, J7346, J7347, J7348, J7349 and C9357 are discontinued effective 12/31/2008.  Please refer to the 2009 HCPCS Annual Update, posted on CMS' HCPCS Website at: http://www.cms.hhs.gov/HCPCSReleaseCodeSets/ANHCPCS  for specific code language.

The coding decision was made based on programmatic reasons and to facilitate accurate coding of these products.  Medicare Part B is not changing the way the payment amounts are determined for the products in the new codes.  To the extent that single source drugs or biologicals were within the same billing and payment code as of October 1, 2003, Medicare Part B will continue to treat them as multiple source drugs for payment purposes as required by Section 1847A(c)(6)(C)(ii).
