ERDC's Hainsey Receives Bronze Order of the de Fleury Medal

Mark A. Hainsey14 Nov 2006 -- Alexandria, VA -- Mark A. Hainsey of the U.S. Army Corps of Engineers' Engineer Research and Development Center's (ERDC) Topographic Engineering Center (TEC), Alexandria, Va., recently received the Bronze Order of the de Fleury Medal during a Change of Charter ceremony for the Combat Terrain Information Systems (CTIS). Hainsey, chief of TEC's Topographic Systems Branch and the CTIS project director, officially relinquished the former charter from the Program Executive Office (PEO) for Command, Control, and Communications Tactical, and initiated execution of his duties under a new charter with the Program Executive Officer, Intelligence, Electronic Warfare and Sensors.

Col. Harold Greene, project manager (PM) for the Battle Command, nominated Hainsey for the medal. During the ceremony, Greene described Hainsey's contributions in directing the development of the Digital Topographic Support Systems (DTSS) family, a major CTIS effort in support of the Soldier.

CTIS provides digital maps and updates to commanders and weapons platforms in support of mission planning (e.g., Intelligence of the Battlefield, rehearsal (e.g., simulations) and execution (e.g., Common Tactical Picture). CTIS also provides automated terrain analysis and visualization, terrain database development, update, management, distribution and graphics reproduction.

Hainsey served as deputy project director (DPD) and business management chief for CTIS for approximately three years. In this dual-hatted position, he was responsible for the execution of the CTIS budget, as well as staff management. As the DPD, Hainsey was responsible for the program interface to the PEO staff, as well as to Headquarters, Department of the Army and the Office of the Secretary of Defense. As the business management chief, he executed annual budgets for research, development, test and evaluation and procurement, which exceeded $20 million.

Hainsey has been a member of the DTSS development team since its inception in 1987. He has also been a member of the CTIS Project Office since 1989. During this timeframe, he has held positions as chief of the Field Support Team; and software lead and contracting officer's technical representative for the original DTSS development and procurement contracts.

In this new position, Hainsey will report directly to Col. Jess Scarborough, PM, Tactical Exploitation of National Capabilities, Army Space Programs Office, which is located at TEC. Hainsey's responsibilities will now include acquisition of the DTSS family of systems, Army surveying capabilities and engineering development of future geospatial capabilities.

"Mark is a team player and a proven project director. He is an advocate of geospatial data and system interoperability across the Army and he is working toward that goal with the CTIS family of topographic systems," said Scarborough.

In 2001, Hainsey received the TEC Director's Award for Leadership Achievement for his exceptional accomplishment and leadership in directing the CTIS program.

Hainsey earned a bachelor's in earth and mineral sciences (geology) from Pennsylvania State University. He is a graduate of the Defense Systems Management College (currently the Defense Acquisition University); Program Manager's Course and is Level III certified in Acquisition Program Management. He is also a lifetime member of the U.S. Army Engineer Association.

The ERDC is the premier research and development facility for the Corps of Engineers. It consists of seven laboratories at four geographical sites, with more than 2,000 employees, $1.2 billion in facilities, and an annual research program approaching $700 million. It conducts research in both military and civil works mission areas for the Department of Defense and the nation.
