Lac Qui Parle River, Dawson, Minnesota
Location/Description
|
The city of Dawson is in Lac qui Parle County in west-central Minnesota, approximately 150 miles west of Minneapolis. Dawson is in the Lac qui Parle River watershed, which is tributary to the Minnesota River. Dawson is located on the West Branch of the Lac qui Parle River, approximately 1 mile upstream of its confluence with the main stem. The total drainage area of the West Branch is 485 square miles, including the drainage area of a county ditch that flows through Dawson.
Most of Dawson lies north of the West Branch, with several populated areas lying south of the river. Low-lying areas are subject to flooding from the West Branch and from the county ditch.
A large segment of Dawson would be protected against a 200-year flood on the West Branch by a levee constructed across the southeastern portion of the community. This levee would prevent flows from the West Branch from backing up into the county ditch. Interior runoff would be collected and pumped into the West Branch via a pump station.

Status
|
The 8(a) set-aside construction contractor's proposal has been provided. Price negotiations are underway with the contractor. Construction is scheduled to start in late 2008 and be substantially complete in 2009.

Fiscal
|
In fiscal year 2007, federal funds were provided to complete plans and specifications and construction of the project. The sponsor has provided $884,695 in non-federal funds of the $969,000 required in the project cooperation agreement. The amount is sufficient to award the construction contract if costs do not increase. If construction costs increase, more non-federal and federal funds will be needed.
Feasibility study costs are shared 50 percent federal and 50 percent non-federal. Project design and construction costs are 65 percent federal and 35 percent non-federal. Operation and maintenance costs are 100-percent non-federal. The following table summarizes the estimated cost to design and construct the flood control features at Dawson.

The State of Minnesota, through the Department of Natural Resources, has indicated support for the project and proposes to provide funding assistance to the city for the non-federal share.
