Highlights for November 1 - November 5, 2004

Office of Safeguards and Security Evaluations (OA-10)

Control and Accountability of Classified Removable Electronic Media (CREM): Preparations have been completed for the final validation which is scheduled to be conducted at the Los Alamos National Laboratory (LANL) the week of November 15. A follow-up review is scheduled to be conducted at Sandia National Laboratories-California (SNL-CA) from December 2-3. To date, 18 sites/organizations have been validated. An overall report summarizing the validation results will be completed following the LANL and SNL-CA reviews.

Design Basis Threat (DBT) Site Assistance Visits (SAV): Onsite SAV activities were initiated at the Lawrence Livermore National Laboratory (LLNL) and Argonne National Laboratory-West (ANL-W) this week and are scheduled to be completed by November 10. The next visit is scheduled for the Pantex Plant, December 6-15. All visits are scheduled to be concluded by March 2005. The objective of the visits is to identify protection strategies and technologies to effectively implement the September 2004 design basis threat (DBT).

Chemical -Biological (Chem-Bio) Agent Special Review: Planning continued this week with the Office of Emergency Management Evaluations (OA-30) in preparation to conduct onsite scoping activities at the Lawrence Livermore National Laboratory (LLNL) the week of December 6. Activities included teleconferencing with OA-30 and LLNL personnel. The results of this special review may impact the implementation of current protection strategies across the Department.

Classified Matter Protection and Control (CMPC) Special Reviews: Preparations were initiated this week in support of the Headquarters' review, scheduled for the week of November 29.

Basic Security Police Officer Training Special Review: Internal management review was completed this week. The OA quality review board (QRB) is scheduled for mid-December. The final report is scheduled to be released in January 2005.

Composite Adversary Team (CAT) Training: The lesson plans have bee updated and final preparations are underway in support of the training scheduled to be conducted at Camp Pendleton, CA, the week of December 6.

Safeguards and Security Lessons Learned: Work towards completing the report continued. The draft report is scheduled for management review by December 15. This report is based on safeguard and security inspection results over the last two years. The report is being prepared for ESE and NNSA security managers and will identify positive attributes, areas needing improvement, and best practices to enhance protection programs throughout the Department.

Inspector's Guides: The Protective Force Inspector's Guide continued to undergo internal review to ensure consistency with recent force-on-force test protocols. The Protection Program Management (PPM) topic team developed a first draft of the PPM inspector's guide. The final draft of the PPM guide will be provided to management by the end of November.

Office of Cyber Security Evaluations (OA-20)

Southwestern Power Administration (SWPA) Unclassified Cyber Security Inspection: Comments were received from the site. Development of the final report was initiated.

Bonneville Power Administration (BPA) Cyber Security Inspection: Development of the final report continued. It is expected to complete the report for final management review by the end of this week.

Office of Counterintelligence (CN) Sensitive Compartmented Information Facility (SCIF) Classified Cyber Security Inspection: The revised draft report was provided to CN for comment this week.

Sensitive Compartmented Information Facilities (SCIF) Baseline Review: The revised draft summary report, containing an analysis of all SCIF inspection results, was provided to Office of Intelligence (IN) for comment this week. This baseline review was performed at the request of IN.

Brookhaven National Laboratory (BNL) Cyber Security Inspection: Preparations continued this week in support of onsite data collection activities of both the classified and unclassified cyber systems scheduled for the week of November 15. Requested documents and a signed testing agreement have been received from the site. Remote data collection activities continued this week.

Thomas Jefferson National Accelerator Facility Corrective Action Plan (CAP): Awaiting a response from the Office of Science (SC) regarding the comments provided to them on their CAP.

Western Area Power Administration (Western) Cyber Security Inspection: Preparations continued in support of this inspection scheduled for January and February 2005. Planning activities included communications with the Western CIO and cyber security staff regarding document requests and the development of a testing agreement. A document request was sent to the site and the technical assessment protocol is under development. Additional communications are being scheduled with key Western cyber security personnel over the next couple of weeks.

Office of Emergency Management Oversight (OA-30)

Argonne National Laboratory-West (ANL-W) Emergency Management Targeted Review: Onsite validation and closeout activities were conducted this week (November 2-4). Coordination continues with the Office of Nuclear Energy, Science and Technology (NE), Idaho Operations Office (ID), Idaho National Engineering and Environmental Laboratory (INEEL), Office of Science (SC), Chicago Operations Office (CH), and Argonne National Laboratory-West (ANL-W). The scope of the review included ensuring that emergency management program effectiveness is maintained during the transition of line management roles, responsibilities, and authorities between SC and NE.

Emergency Management Site Characterization Visits: Visits are scheduled for the Portsmouth Gaseous Diffusion Plant (GDP), Piketon, OH, next week (November10); and the National Energy Technology Laboratory (NETL), Morgantown, WV, November 23. The purpose of the visits is to obtain a better understanding of the sites emergency management programs. The visits are being coordinated with the appropriate program and site office personnel.

Office of Environment, Safety, and Health (ES&H) Evaluations (OA-40)

Los Alamos National Laboratory (LANL) Special Safety Assistance Review: A letter-type report was issued to LANL summarizing activities conducted and providing recommendations to further sustain the resumption momentum and to improve ongoing institutional initiatives.

Lawrence Livermore National Laboratory ES&H Inspection: Onsite validation and closeout activities are scheduled for the week of November 15.

Oak Ridge National Laboratory ES&H Corrective Action Plan (CAP): The draft CAP was received from the site this week. Comment development was initiated.

Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 2004-1, Oversight of Complex, High-Hazard Nuclear Operations: Continued to provide support to develop an implementation plan for this recommendation. A number of significant comments on the implementation plan have been provided and discussions held with the implementation plan team lead and team members.

New Brunswick Laboratory (NBL) ES&H Inspection: Preparation for this inspection continued. Onsite data collection activities are scheduled for the week of November 29.
