Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Protective Force Management and Capabilities Special Review: Preparations continued in support of onsite data collection activities scheduled to be conducted at Pantex. The purpose of this special review is to evaluate the effectiveness of the Department's overall protective force performance. Reviews have been conducted at Lawrence Livermore and Los Alamos National Laboratories (LLNL and LANL, respectively). Recent IG reports have raised concerns about protective force preparedness and training at DOE / NNSA facilities.

National Training Center (NTC) Curriculum Special Study: An onsite visit to the NTC is scheduled in support of this study. Technical experts from field sites and the SO will also be participating.

Nevada Test Site (NTS) Comprehensive Inspection: Planning continues for this inspection with the identification of topic team resources and scooping of administrative and logistical needs.

Office of Cyber Security Evaluations (OA-20)

Pantex Plant Classified Cyber Security Inspection: Validation and closeout activities are scheduled.

Thomas Jefferson National Accelerator Facility (Jefferson Lab) Unclassified Cyber Security Inspection: External penetration testing was initiated this week in support of this inspection. Onsite data collection activities are scheduled.

Nevada Test Site (NTS) Unannounced Cyber Security Penetration Testing: The final draft report was developed this week. The unannounced testing involved network penetration testing from the Internet, evaluation of computer modems in auto answer mode, detection of wireless networking devices, and an internal assessment to evaluate protections against a malicious insider.

Office of Emergency Management Oversight (OA-30)

Hanford Emergency Management Targeted Review: Report development continued this week. Onsite validation and closeout activities are scheduled. The emergency management inspection will focus on performance testing and DOE line management readiness assurance programs. Tabletop performance testing was conducted as part of the review.

Brookhaven National Laboratory (BNL) Emergency Management Targeted Review: Distribution of the final report is scheduled to be completed by the end of this week. Briefings have been scheduled for the Office of Science.

Office of Environment, Safety, and Health (ES&H) Evaluations (OA-40)

Kansas City Plant (KCP) ES&H Inspection: Onsite data collection activities concluded this week. Onsite validation and closeout activities are scheduled.

Oak Ridge National Laboratory (ORNL) ES&H Inspection: Planning continued this week in support of this inspection. Activities have been coordinated with the Office of Science (SC) and the EH Office of Enforcement. Onsite data collection activities are scheduled.

Activities Completed

Office of Safeguards and Security Evaluations (OA-10)

Y-12 Final Corrective Action Plan: The final corrective action plans to address findings identified during the comprehensive inspection have been reviewed for adequacy. A response has been developed and provided to management.

CMPC Quality Panel: Representatives attended the meeting in Richland, Washington and made a presentation on the OA oversight process and CMPC trends and inspection results.

Human Reliability Program Quality Program: Attended the meeting in NV to provide OA perspectives.

Defense Nuclear Facilities Safety Board (DNFSB): Provided a presentation on the development of the DOE oversight policy and notice 226.1 to DNFSB staff. The policy and notice will be distributed through the field management council for final review prior to issuance.

Security Police Officer Training Competition (SPOTC): Attended the SPOTC meeting to support the Secretary's announcement of new security initiatives.

Office of Environment, Safety, and Health (ES&H) Evaluations (OA-40)

PNSO/PNNL ES&H Inspection: The review of the final approved corrective action plan was completed, written comments were provided to the Office of Science, and all findings have been entered into CATS.

Intergovernmental Personnel Act Mobility Program Assignment: Brenda Holder completed a 1-year assignment to the Tennessee Office of Homeland Security on April 30. The Director of the Tennessee Office of Homeland Security presented her with a Certificate of Appreciation signed by the Governor of Tennessee in recognition of outstanding service.
