Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Sandia National Laboratory - New Mexico (SNL-NM) Comprehensive Safeguards and Security Inspection: Comments on the inspection report have been received from SNL. The report is scheduled to be finalized the week of November 17. The results of this inspection have identified concerns with security management and practices at SNL-NM and Congressional interest is high. Staff members from Senator Grassley and Congressman Shays observed some of the inspection activities during the week of October 13.

Y-12 Comprehensive Safeguards and Security Inspection: Preparations for the Y-12 inspection and force-on-force performance testing are complete. Data collection activities are scheduled. Y-12 has been the subject of several local news articles regarding security over the past three months.

Protective Force Management and Capabilities (PFMC) Special Review: Data collection activities are underway at Y-12. Planning for data collection activities at the Lawrence Livermore National Laboratory (LLNL) have been initiated.

Classified Matter Protection and Control (CMPC) Special Review: The reports summarizing the results of the Headquarters, LANL and Y-12 reviews have been sent to site representatives for factual accuracy review.

Hanford/PNNL Corrective Action Plans: An advance copy of the initial Corrective Action Plan has been reviewed. EM-1 approval of the plan is expected soon.

Office of Cyber Security Evaluations (OA-20)

Perimeter Scanning Project: Testing has been completed for the last of 54 DOE/NNSA sites. A final report is being developed. This special study is being conducted in partnership with the Office of the Chief Information Officer (CIO), to map out and characterize the DOE network perimeter. The effort is being undertaken to establish a baseline understanding of the magnitude and make-up of DOE computer systems exposed to the Internet in order to improve the Department's protection posture.

Y-12 Plant Cyber Security Inspection: A second visit to the Y-12 Plant in Oak Ridge, TN is scheduled.

Office of Emergency Management Oversight (OA-30)

Office of Secure Transportation (OST) Emergency Management Inspection: Report validation and closeout activities were conducted onsite this week. Comments on the draft report are due the week of November 24. This evaluation will determine how effectively OST has prepared for and is capable of responding to a simulated accident as well as assess OST emergency management program elements.

Savannah River Site (SRS) Combined ES&H and Emergency Management Inspection: A memorandum has been issued announcing the scoping visit scheduled for December 16-17. Data collection is scheduled.

Office of Environment, Safety and Health Evaluations (OA-50)

Pacific Northwest National Laboratory (PNNL) ES&H Inspection: Onsite data collection began this week. Validation and closeout activities are scheduled.

Office of Repository Development (ORD) Management Assessment: Formal closeout activities were conducted this week. Comments have been received and the final report is being developed. This assessment of the ORD at Yucca Mountain was conducted at the request of the site manager.

Nevada Test Site (NTS) Special Review of the Work for Others Program: Data collection and closeout activities have been completed. Comments on the draft report are due are on November 17. This special review of the NTS Work for Others Program was conducted at the request of the NTS site manager.

Savannah River Site (SRS) ES&H and Emergency Management Inspection: A memorandum has been issued announcing the scoping visit. The inspection is scheduled.

Office of Safeguards and Security Evaluations (OA-10)

Special Access Program Oversight Committee (SAPOC) Annual Report: The annual report of the results of this year's special reviews was presented to the SAPOC on November 14.

Office of Security DBT Interim Guidance: Reviewed and commented on the Office of Security's draft interim guidance for implementation of the DBT.

NNSA Security Study Team Briefing: The Director, OA-10, briefed Admiral Mies on the OA inspection process and the results of recent OA inspection activities at NNSA sites. The Security Study is being conducted by Admiral Mies at the request of Linton Brooks.

SO Survey Initiative: Provided SO with comments on initiatives to enhance the survey program.

Office of Emergency Management Oversight (OA-30)

DOE Polygraph Program Special Review: The final report was provided to the Deputy Secretary on November 10. This special review was conducted by OA at the request of the Deputy Secretary and in conjunction with the Director, Office of Counterintelligence, to evaluate management and personnel issues. In addition to OA, the review team was comprised of representatives from the Offices of Economic Impact and Diversity; and Management, Budget and Evaluation.
