Highlights for May 5 – 9, 2003

Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Richland safeguards and security inspection: Initial data collection and force-on-force exercises at Hanford and PNNL have been completed.

Composite Adversary Team training: Preparations for the next training are ongoing.

Special Review of Sandia National Laboratories – NM: In response to a request from the NNSA Administrator, pre-planning activities have been initiated to conduct a special review of SNL-NM security management and practices. An evaluation plan, lines of inquiry and review team resources are being developed.

Classified Matter Protection and Control Special Reviews: The draft Chicago Operations Office and Argonne National Laboratory –West special review reports are ready for review by the management quality review board. The Lawrence Livermore National Laboratory special review is complete with report writing due to begin next week.

Directive Review: Reviews of two revised directives have been initiated: 1) DOE O 470.1A, Safeguards and Security Program; and 2) DOE O 251.1A, Directives System, Change 1.

Argonne National Laboratory –West: Initiated a coordinated review of the ANL-W final corrective plan.

Argonne National Laboratory –East: Initiated a coordinated review of site comments provided on the draft inspection report.

Office of Cyber Security Evaluations (OA-20)

Perimeter Scanning Project: OA-20 personnel in partnership with the Office of the Chief Information Officer are conducting a special study (Perimeter Scanning Project) to map out and characterize DOE’s network perimeter. As part of this initiative, OA-20 is also offering to scan DOE networks for vulnerabilities in order that line management can address weaknesses. This effort is being undertaken to improve the Department’s protection posture. Testing has been completed for 34 DOE sites. Testing is currently ongoing at several additional sites.

Cyber Security Inspection of the Hanford Site and Pacific Northwest National Laboratory: Data collection activities have been completed for the cyber security inspections at the Hanford Site and Pacific Northwest National Laboratory. . Inspection staff are analyzing information and drafting sections of the report. This is part of a combined Safeguards and Security and Cyber Security Inspection.

Office of Emergency Management Oversight (OA-30)

East Tennessee Technology Park Inspection: OA-30 and OA-50 have begun a combined inspection of ETTP. The on-site data collection phase was completed on May 9.

Idaho National Engineering and Environmental Laboratory Iinspection: OA-30 and OA-50 continue planning for a combined inspection of INEEL. INEEL planning and inspection scoping discussions are being held routinely with the Office of Nuclear Energy, Science and Technology, the Idaho Operations Office, and with Bechtel BWXT Idaho.

Office of Environment, Safety and Health Evaluations (OA-50)

Sandia National Laboratories – New Mexico Inspection: The final report was transmitted to the site on April 7. An approved corrective action plan (CAP) is due within 60 calendar days. An interim CAP on the emergency management findings was provided to OA for review and comment. A briefing on the results of the inspection for the NNSA Administrator was conducted on May 9, 2003.

Y-12 National Security Complex Inspection: Validation and closeout activities were completed April 10. Comments on the report were received on April 24 and the final report is being prepared for distribution. A briefing on the results of the inspection for the NNSA Administrator was conducted on May 9, 2003.

East Tennessee Technology Park Inspection: The team completed onsite data gathering and analysis this week and returned to Germantown for report writing. This is a combined review with OA-30 where OA-30 has the overall lead for this inspection.

Idaho National Engineering and Environmental Laboratory Inspection: Planning for the combined ES&H and Emergency Management inspection at INEEL is progressing as scheduled. The Director of OA-50 is participating with the Director of OA-30 (Team Leader) in regularly scheduled conference calls with the site.

AAAHC: The Sandia National Laboratories-California application for accreditation to the AAAHC was accepted and approved. The accreditation survey is scheduled for May 29-30.

Suspect/Counterfeit Items Special Study: Planning for the Special Study of S/CI was initiated. The special study will be conducted in two phases encompassing both the Department’s headquarters and field elements of the S/CI program. Meetings were held with various HQ organizations and DNFSB staff to discuss plans for the study. The plan was issued on May 9 and initial discussions with HQ organizations regarding the need for site visits have been conducted.

DOE Manual 231.1-2 is being reviewed and comments prepared for submittal to Revcom.

Activities Completed

Office of Safeguards and Security Evaluations (OA-10)

Los Alamos National Laboratory’s interim correction action plan: A review was completed of the interim CAP with comments provided to management for review.

Completed and transmitted a formal response to the Office of Security regarding OA inspection policy clarifications.

Office of Emergency Management Oversight (OA-30)

OA-30 has updated the Emergency Management Oversight Appraisal Process Guide. The March 2003 edition reflects the requirements of DOE Order 470.2B and establishes an inspection records management process. The guide is available on the OA website.

Office of Environment, Safety and Health Evaluations (OA-50)

DOE Order 231.1A was reviewed and comments prepared for submittal to Revcom.
