Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

SRS Comprehensive Inspection: The scoping phase of the SRS comprehensive inspection was conducted this week. Actions next week will include document reviews, Headquarters interviews, and inter and intra topic team coordination prior to the data collection phase.

LANL Comprehensive Inspection: The draft report was provided at the closeout briefing on December 20 and additional copies were dispatched by the DCC the week of December 29th. On January 6th, OA briefed the NNSA administrator on the inspection results. Factual accuracy comments on the safeguards and security topics are due January 17th.

ANL-W/CH Comprehensive Inspection: Final report was distributed December 17, 2002. Coordination is ongoing concerning the preparation of the interim corrective action plans.

The final preparations for CAT training at Camp Pendleton, CA are nearing completion. The training is scheduled for January 13-17, 2003.

Management review comments on the LANL special CMPC review report have been incorporated into the draft report, and the report has been provided to the field for factual accuracy comments.

SO has provided OA-10 a revised draft of the new Design Basis Threat for review. Comments will be developed provided to SO.

Work has begun on a presentation that is to be provided at the annual Security Education Workshop, April 1-2, 2003.

Office of Cyber Security Evaluations (OA-20)

Cyber Security Evaluation of the Savannah River Site: OA-20 personnel conducted a scoping visit at SRS this week in preparation for onsite inspection activities.

Perimeter Scanning Project: OA-20 personnel are continuing a special study (Perimeter Scanning Project) to map and identify vulnerabilities in DOE computer networks exposed to potential attack from the Internet. Vulnerability testing has been completed for 21 DOE sites. Testing continues with discussions in progress with a number of additional sites to coordinate testing activities.

Office of Emergency Management Oversight (OA-30)

OA-30 and OA-50 are planning an inspection of Sandia National Laboratories, New Mexico (SNL-NM). A site visit was conducted the week of January 6 to coordinate emergency management performance tests. Discussions included the Kirtland Air Force Base Fire Department to understand their role and responsibilities in a SNL-NM emergency response.

OA-30 will conduct a scoping visit the week of January 13 for an inspection of the Office of Secure Transportation Asset (NA-14) emergency management program.

OA-30 and OA-10 will be sharing perspectives and exploring opportunities for combining elements of emergency management and security within inspection performance tests.

OA-30 is developing an approach for a “Summary Report of Emergency Management Program Status.” Inspection data collected from 2000-2002 is being reviewed and analyzed. The results will provide the status of key sites since the OA 1999 follow-up report and provide insight for targeting future inspection activities.

OA-30 will be proposing a series of Headquarters emergency response exercises. These exercises are currently being planned. Coordination with impacted line program and support offices will be occurring in January.

Office of Environment, Safety and Health Evaluations (OA-50)

The interim corrective action plan for the Nevada Test Site (NTS) inspection has been received. Comments on the ES&H volume were provided to the site. All of the inspection findings have been entered into CATS.

A corrective action plan for the Pantex Environment, Safety, Health and Emergency Management Inspection has been requested.

A formal report on the re-accreditation survey for the Brookhaven National Laboratory occupational medical program from the Accreditation Association for Ambulatory Health Care (AAAHC) accreditation committee is expected by the end of January.

Coordination of the upcoming safety and emergency management inspection at the Sandia National Laboratories continues. The team leader accompanied by an emergency management team member visited the site on January 7-8 to conduct activities in support of the inspection. A planning meeting will be held in Germantown for the full team on January 13-17.

Coordination of the upcoming safety management inspection at the Y-12 National Nuclear Security Complex continues.

An OA-50 annual report is being developed to summarize trends and observations from ES&H reviews since the formation of OA-50.

OA continues to provide support to GC and ME in responding to the document request associated with the subpoena in the civil case related to the gaseous diffusion investigation conducted by the Department of Energy in 1999-2001.

Office of Safeguards and Security Evaluations (OA-10)

The OA Headquarters Security Officer has updated the OA Safeguards and Security Procedure and has forwarded this document for management approval.

The OA findings from the November inspection of ANL-W have been entered into SSIMS.

Office of Environment, Safety and Health Evaluations (OA-50)

The Pantex Environment, Safety, Health and Emergency Management Inspection report was issued on December 27, 2002.
