7 CFR 273.24(h) requires the Food and Nutrition Service (FNS) to adjust
the number of exemptions estimated for a State agency under paragraph (g)(2)
of this section during a fiscal year if the number of food stamp recipients
in the State varies from the State’s caseload by more than 10 percent, as
estimated by FNS.
Our normal procedure is to conduct a mid-year review of States’ caseloads
to determine if any had changes of more than 10 percent. There are 11 States
that had their caseloads change by more than 10 percent and are now eligible
for additional ABAWD case month exemptions (also commonly known as “slots”).
This information is provided through the attached table.
Column 1 is the additional number of 15 percent exemptions resulting from
changes in the 11 States’ caseloads. Column 2 is the monthly number of
additional slots multiplied by 12 months. The 12-month total is added to the
fiscal year (FY) 2005 total number 15 percent exemptions to obtain the final
total number of 15 percent exemptions for the year. For example, Arkansas is
now allocated 98 additional monthly case month exemptions due to changes in
its caseload. In column 2, we multiplied 98 by 12 months to obtain the
additional 1,176 case months granted for the rest of FY 2005 (98 x 12 =
1,176). We added 1,176 to 66,357 (the carryover case month total for FY
2005) to obtain a final total of 67,533 case months for the fiscal year
(1,176 + 66,357 = 67,533).
It is up to each State to decide how they will allocate these additional
case months to their ABAWD population over the remainder of FY 2005.
