¡Adelante! Strengthening the Response to HIV/AIDS and Viral Hepatitis in Latino Communities
Building on NASTAD’s 2003 policy document entitled Addressing Latino HIV/AIDS: Latino Perspectives and Policy Recommendations, NASTAD released this Call to Action at the 2008 National Latino AIDS Awareness Day (NLAAD) Congressional Briefing in Washington, DC.  With this Call to Action, NASTAD reaffirms its commitment to providing a comprehensive approach to addressing health disparities among Latino communities and urges health departments, national organizations, federal partners, and key community-based organizations and leaders to scale up efforts to fight the HIV/AIDS and viral hepatitis epidemics in Latino communities.  The Call to Action provides a clear understanding of the complex factors that contribute to increased rates of HIV and viral hepatitis in Latino communities and recommends targeted and tailored efforts that respond to these critical challenges.

 
El Plan Para el Futuro
Los Estados Unidos esta en crisis. La nueva estimación de la incidencia del VIH de los Centros para el Control y Prevención de Enfermedades (CDC) exige que los esfuerzos de prevención del VIH se unifiquen en torno a una estrategia común y sean ampliados para contrarrestar la situación de emergencia que nos enfrentamos. Como líderes de la nación en la lucha contra el VIH/SIDA, nosotros, los programas de prevención del VIH de los departamentos de salud, ofrecemos a la nación un nuevo Plan Para el Futuro. HIV Prevention Hearing Testimony
Heather Hauck, Director of Maryland's Maryland AIDS Administration and Chair-Elect of NASTAD, delivered testimony to House Committee on Oversight and Government Reform's hearing titled, “The Domestic Epidemic is Worse than We Thought: A Wake-Up Call for HIV Prevention.”  The hearing also included testimony from CDC, NIH, and other notable HIV/AIDS experts.  All of the testimony submitted for the record, including CDC’s professional judgment budget of what CDC believes is needed to address the HIV prevention needs of the nation, is available on the Committee website.

 
NASTAD Press Release Regarding CDC's Revised HIV Incidence Estimates
NASTAD issued a press release on August 2, 2008 in reaction to the release of the Centers for Disease Control and Prevention's (CDC) revised HIV incidence estimates. Using new technologies to estimate HIV incidence, CDC now estimates that 56,300 new infections occurred in the U.S. in 2006, a number significantly higher than the previous estimate of 40,000 - a less precise count that had remained static for over a decade.  The original release is published in the August 6, 2008 edition of the Journal of the American Medical Association (JAMA).  NASTAD's Prevention Policy Agenda and background document Prevention Blueprint (see links below) provide concrete recommendations for addressing the HIV epidemic in the U.S.  In addition, NASTAD's Executive Director, Julie Scofield, co-authored an op-ed in the Baltimore Sun with Dr. David Holtgrave, calling on renewed efforts in the fight against HIV/AIDS in the United States.

 
NASTAD Prevention Policy Agenda -- November 2007
On November 29, 2007, NASTAD introduced a Prevention Policy Agenda to accompany its newly-released Blueprint, which includes recommendations for federal funding increases and expansion of core HIV/AIDS programs and services at the state and local levels.

 
A New Blueprint for the Future: Ending the Epidemic Through the Power of Prevention -- November 2007
On November 29, 2007, NASTAD released A New Blueprint for the Nation: Ending the Epidemic Through the Power of Prevention, along with a companion policy agenda. 
The Blueprint provides guideline for state and territorial health departments for ensuring they have the financial, political and programmatic resources necessary and in place to meaningfully scale up domestic HIV prevention efforts for the future.


 
Black MSM Issue Brief No. 3: Findings from Targeted Interviews on HIV Prevention Activities Directed Toward Black Men Who Have Sex With Men (MSM)
Black MSM Issue Brief No. 3 is the third in a series of issue briefs highlighting the disproportionate impact of HIV/AIDS among Black MSM in the U.S.  Issue Brief No. 3 details the findings from targeted interviews conducted with over 70 health department staff and community stakeholders from 14 jurisdictions across the country.  The interviews uncovered unprecedented insight into the lives of Black gay men and a greater detail into jurisdiction-level and community-level responses to the HIV crisis.  State and city health departments who participated in the targeted interviews include: California, Chicago, District of Columbia, Florida, Illinois, Los Angeles, Maryland, Massachusetts, Michigan, New York City, New York State, North Carolina, San Francisco and Texas.

 
Black Gay Men/MSM and HIV/AIDS: Confronting the Crisis and Planning for Action -- Meeting Summary
On February 4-5, 2008 NASTAD conducted a Black Gay Men's Technical Assistance (TA) Meeting entitled, Black Gay Men and HIV/AIDS:  Confronting the Crisis and Planning for Action.  During this meeting, NASTAD released the findings from targeted interviews conducted with over 70 health department staff and community stakeholders from 14 jurisdictions across the country.  The interviews have uncovered unprecedented insight into the lives of Black gay men and a greater detail into jurisdiction-level and community-level responses to the HIV crisis.  This meeting enabled health departments to meet with a cross-section of external partners to share program information, priorities and resources, and identify the facilitators and barriers to effective programming targeting Black gay men.  State and city health departments invited to participate in the meeting include California, Chicago, Florida, Illinois, Los Angeles, Maryland, Massachusetts, Michigan, New York City, New York State, North Carolina, San Francisco, Texas, and the District of Columbia.

 
African American Women's Issue Brief No. 1: The Landscape of HIV/AIDS Among African American Women in the United States
African American Women’s Issue Brief No. 1 examines the impact of HIV/AIDS on African American women and provides an overview of key behavioral risk factors and psychosocial determinants that increases HIV vulnerability among this population in the U.S.  Additionally, the issue brief highlights primary, secondary and tertiary barriers to care and treatment services targeting African American women.

National ADAP Monitoring Project Annual Report 2008 - Summary
The 2008 National ADAP Monitoring Project Annual Report provides the latest data on state AIDS Drug Assistance Programs (ADAPs).  ADAPs, authorized under Part B of the Ryan White HIV/AIDS Treatment Modernization Act, provide HIV/AIDS-related prescription drugs to uninsured and underinsured individuals living with HIV/AIDS.  ADAPs operate in 58 U.S. state, territories, and associated jurisdictions.  The report, the twelfth in an annual series, was prepared by NASTAD and the Kaiser Family Foundation.  It was released during a policy forum on April 8, 2008.
