Summary: This Microsoft PowerPoint presentation describes a simple, consistent, and objective cost allocation methodology to help States and Tribes determine equitable distributions of software development costs to Federal, State, and Tribal benefiting programs over the system development lifecycle. State agencies incur system costs throughout the system lifecycle. The costs fall into five categories: (1) system planning, (2) software development, (3) hardware, (4) operations, and (5) maintenance. Equitable cost sharing is important because system integration and modernization costs are substantial, with software development usually the single largest cost item. Two types of cost allocation plans (CAPs) are described (i.e., CAP for systems planning and CAP for systems development). A cost allocation example is presented for illustration.
