AGREEMENTS define formal arrangements between the Corps on Engineers and its customers/partners.
• Memorandum of Agreement (MOA)
– A “conditional agreement” where the transfer of funds for services are anticipated.
• Memorandum of Understanding (MOU)
– Defines “general area of understanding” within both parties authority and no transfer of funds for services is anticipated.
Below are examples of USACE agreements to use in developing new MOA/MOUs for specific customers. The details (scope and cost data) must be addressed in Support Agreements, once the agreement has been bilaterally approved.
