The annual exercise between forces from Israel, Turkey and the US is based on scripted humanitarian search and rescue scenarios and designed to enhance maritime interoperability between participating nations.

"We need to build trust and confidence in each other. If we don't share information amongst nations, we're doomed to failure. The most important aspect is the transparency of being able to share information. This starts allowing us to share information across borders. The information shared will continue to enhance maritime safety and security for the continent of Africa and help combat challenges such as piracy, illegal fishing, illegal migration and drug smuggling. We couldn't do this without the participation of so many countries and so many people from different agencies within governments. It's important to thwart the many threats that we have not just in Africa, but ones that could migrate to other parts of the world."
