Transmittal No. 03-2008

Date:

TO:                    Social Services Block Grant (SSBG) State Officials and State Program Contacts

SUBJECT:         SSBG Appropriation for Fiscal Year (FY) 2008

PURPOSE:        To Share with States Final State Allocations for FY 2008

On December 26, 2007, the President signed H.R. 2764, the Consolidated Appropriations Act of 2008.  The bill provides that the Social Services Block Grant will be funded for $1.7 billion for Federal Fiscal Year (FFY) 2008.  A table is attached for your reference with State allotments for FFY 2008 based on a total appropriated funding amount of $1.7 billion.

Funds are allocated in proportion to each State’s population using the available population data
from the Bureau of the Census as of the start of any given federal fiscal year which for FFY 2008
was October 1, 2007.  The FFY 2008 SSBG State allocations are based on the table, Population –
Total Residents – Annual Estimates of the United States and Puerto Rico (NST-EST 2006-01),
Population Division, Bureau of the Census, released December 22, 2006.  For the Territories, the
table, Census 2000 P1 SF, was used. The FFY 2008 SSBG Terms and Conditions are also
attached for your use.
