A seagull flies over the California Coastal National Monument which stretches along the entire coast of California and extends 12 miles into the Pacific Ocean.  The Monument includes 20,000 rocks, islands, pinnacles and reefs.

Cosumnes River Preserve Waterfowl Hunt Opportunity

SUBJECT:  Request for proposals to administer waterfowl hunts for women, youth, and handicapped hunters

For several years we have permitted limited-entry waterfowl hunts for youth and mobility-impaired hunters at the 154-acre Cougar Wetland.  These hunts generally have been very successful and we would like to continue providing this hunting opportunity at the Preserve.
Our previous partner in this endeavor has decided to relinquish their involvement in the administration of these hunts.  Therefore, we are soliciting proposals from organizations in order to continue this hunting opportunity.

The following requirements would need to be met in order for an organization to administer the hunting program:

  1. Application submittal and approval of a BLM Special Use Permit
  2. Payment of annual permit fees
  3. Annual evidence of liability insurance
  4. Cost share agreement with the BLM for operating expenses (e.g., mowing, disking, blinds, decoys, electricity for pumping, etc)
  5. Annual written plan for administering the hunts
  6. Annual report of hunting activities including number of hunters, harvest records, photographs, projects accomplished, etc.

If your organization is interested in this opportunity, please respond with a brief written proposal to Holden Brink, Wetlands Manager, at Holden_Brink@ca.blm.gov by September 1, 2008.

Your proposal should include at a minimum:

  • a primary point of contact for the proposal
  • a description of the proposed hunting program that would be administered by your organization
  • how the hunts would be staffed
  • who would be allowed to hunt
  • when the hunts would occur
  • what species are of particular interest
  • what improvement projects your organization might be interested in undertaking to improve the hunting at Cougar wetland
  • steps that your organization would take to ensure hunter safety and equality in hunts
  • a copy of your organizations by-laws and/or articles of incorporation
  • and anything else that may help the BLM in making a decision with regards to your organizations qualifications
