Ten years after the Dayton Peace Agreement ended the hostilities in Bosnia and Herzegovina, the challenges for securing human rights in the country remain significant. What obstacles remain to the return of displaced persons? Are minority rights protected today? What more is needed to deal effectively with the legacy of past human rights abuses? What are the immediate priorities for the establishment of effective institutional guarantees for human rights in Bosnia and Herzegovina?
