SUBJECT: | Release of Preliminary Complex-Wide Review Report in Response to Defense Nuclear Facilities Safety Board Recommendation 94-2 | |
TO: | Distribution Attached for your review is the Department of Energy's (DOE) Preliminary Report, Complex-Wide Review of DOE Low-Level Waste Management ES&H Vulnerabilities, dated April 1996. DOE committed to conduct a complex-wide review of its environment, safety and health low-level waste management vulnerabilities and provide this report to the Defense Nuclear Facilities Safety Board (DNFSB) as detailed in Secretary O'Leary's March 31, 1995, Implementation Plan for Recommendation 94-2. The report includes three volumes which are being provided for your review. Volume I, provides a summary of the complex-wide review effort, the assessment methodology, complex-wide vulnerability findings, and DOE's conclusions and recommendations. Volume II discusses in detail the assessment methodology and evaluation instruments developed for the complex-wide review. Volume III includes Site-Specific Assessment Reports for the 38 sites that were assessed, including 8 sites (10 facilities) for which onsite assessments were conducted and 28 sites for which assessments were conducted through document reviews and interviews with Headquarters, Field Office, and site personnel. The preliminary report was provided to the DNFSB on Friday, April 12, 1996. DOE is providing the preliminary report to the DNFSB and DOE managers for review and comment, and will deliver a final report on Friday, May 17, 1996. All final comments on the preliminary report will be due by Tuesday, April 30, 1996.
