Purpose
All Special Emphasis Program Committees are established with the goal to promote Special Emphasis Programs and address issues concerning each EEO protected group.

    • Federal Women's Program (FWP)
    • Black Employment Program (BEP)
    • Hispanic Employment Program (HEP)
    • Asian Pacific American Employment Program (APAEP)
    • Native American Employment Program (NAEP)
    • Individuals With Disability Program (IWDP)

  • Responsibilities

    • Assist in the implementation of Affirmative Employment Plans; support EEO program goals and objectives, and formulate strategies to eliminate any employment barriers.
    • Sponsor and oversee ethnic observances program activities.
    • Serve as a working group in AEP program planning and development.


  • Procedures

    • Each committee will be organized in accordance with applicable regulations and procedures.
    • Each committee is managed by an assigned Program Manager (usually EEO Staff) who serves as the subject matter expert.
    • Each committee will appoint executive officers in accordance with office SOP.
    • Each program committee meets approximately 1-2 hours per month.
    • Each program committee is operated under the supervision of the EEO Officer.


  • Membership

    • Includes military and civilian personnel.
    • The term is two years and can be renewed as needed.
    • This is an official collateral duty.
    • Membership application must be submitted to the EEO Office for selection.
    • Note that each SEP Committee can have members from different background and culture regardless of race, color, and gender. (For examples: A white employee can join the Black Employment Program).
    • Supervisor's written approval is required.
    • Members are appointed by the Commander and supervised by the EEO Manager.
    • Members will receive in-service training regularly.
    • Members must support the EEO goals and objectives and be able to attend monthly meeting.
