JR Senior Fellowship Program

Current Staff

The Jennings Randolph (JR) Program for International Peace awards approximately ten residential Senior Fellowships each year so that outstanding scholars, practitioners, policymakers, journalists, and other professionals can conduct research on peace, conflict and international security.

Since its establishment in 1987, the JR Program has rapidly become the premier international fellowship program in its field. Over the past 20 years, more than 250 fellowships have been awarded.

Fellowships usually last for ten months starting in October, but shorter-term fellowships are also available. Fellowships are open to citizens of any country.

Shira Lowinger has served as the Program Specialist for the Jennings Randolph Fellowship Program at the United States Institute of Peace since 2005. In this capacity, she manages the Research Assistant Program and coordinates Fellowship program activities and competitions. Previously, she worked as the Communications Coordinator in Marketing for Venable LLP. She has held Human Resources and Personnel positions at McKee Nelson LLP, Debevoise and Plimpton LLP and has interned at the International Technology and Trade Associates and the Eisenhower Institute.

Ms. Lowinger holds an M.A. in International Politics from the School of International Service at American University. She specialized in international security with a particular emphasis on issues related to human security and humanitarian intervention. She has a B.A. from Syracuse University in both International Relations and Psychology, and is fluent in Spanish.
