WYOMING SCHOOL AGE CARE RULE REVISION
Partners in the process:
- Licensed child care programs (center and family home)
- Legally exempt programs operated by local school districts and governments
- Boys & Girls Clubs
- Advocacy organizations
- 21st Century Learning Centers grantees
- WY Department of Education
- State Fire Marshal’s office
Process:
- A meeting was held with all partners to identify the challenges that currently exist in the Child Care Licensing Rules.
- Issues in the rules were identified that create challenges to programs. Examples are:
- Square footage requirements—Can there be different requirements based on the activity – (i.e. computer lab, tutoring vs. physical activities)
- Attendance record requirements
- Training requirements for summer only programs
- DFS is writing first draft of proposed changes and committee will reconvene in September to review the changes and provide input
- Present proposed rule changes to wider audience and gather input
- Promulgation of rules specific to school age care to begin 12/2007 (pending outcome of September meeting and comments)
Challenges:
- Diversity in the programs and locations
- Differences in goals for the programs
- Working with programs who fall under school districts or local governments
Lessons Learned:
- Have all of the appropriate players at the table
- Spend more time getting input up front rather than during the formal rulemaking process
