What is the IPP?
The Internet Payment Platform (IPP) is a secure web-based, payment information system provided by the U.S. Department of the Treasury’s Financial Management Service (FMS). The service is available free of charge to all Federal agencies and their suppliers.
In production as of November 2007, the IPP addresses shortcomings in the existing flow of information between Federal agencies and suppliers in the order-to-pay process by providing a centralized location to exchange electronic purchase orders, invoices, and related payment information.
The IPP represents an opportunity for Federal agencies to transform their existing paper-based processes into a streamlined electronic flow. Through IPP, Federal agencies are able to send electronic purchase orders (POs) to suppliers, and electronically receive invoices, PO acknowledgements or advanced shipping notices. Agencies can also use the IPP’s customizable function to expedite online approval of invoices.
The IPP provides payment information for Treasury disbursed agencies through its interfaces with FMS payment systems. Non-Treasury disbursed agencies send ACH settlement data to the IPP to enable their suppliers to view their payments online.
The President's Financial Management Line of Business (FMLOB) initiative is currently defining a standard agency process for payment transactions and has recognized the IPP as a best practice for electronic receipt of invoices from suppliers. |
