McClellan-Kerr Arkansas River Navigation System Tulsa District operates the Oklahoma part of the 440-mile navigation system which brings barge traffic to the Port of Catoosa located outside Tulsa, Oklahoma. The navigation system uses 17 locks and dams to enable vessels to make the 420-foot climb from the Mississippi River.
