Pennsylvania's Child Care and Development Fund Quality Infant/Toddler Earmark:
FY 2006 : The Federal CCDFQuality Infant and Toddler Earmark is $3,074,811.
The funds are used in the following ways to enhance the Pennsylvania infant and toddler child care system (additional funds may be used to support these activities):
- Training for program directors whose programs are participating in Keystone STARS on how to use Infant Toddler Environmental Rating Scale (ITERS) to assess classroom quality.
- Collection and analysis of individual and facility training plans to develop needs-based training for infant-toddler caregivers enrolled in a Keystone STARS program.
- Increased ceiling rates (planned as of July 1, 2005), for infant and toddler care for center, group, and family day care home providers
- Parent-Child Home Program
FY 2004:
The Federal CCDF Quality Infant and Toddler Earmark was $3,135,166.
The funds were used in the following ways to enhance the Pennsylvania infant and toddler child care system (additional funds may have been used to support these activities):
- To support Keystone STARS Child Care Quality Improvement initiative, a quality improvement program that provides training, technical assistance, financial support, and recognition to child care providers who exceed state health and safety licensing requirements.
- To provide free and low cost training opportunities to Keystone STARS programs as well as all other regulated child care programs. This training is delivered through the Pennsylvania Pathways (PAP) statewide child care training system. Throughout the year, PAP collects and analyzes individual and facility training plans. As a result, needs-based training is developed for infant-toddler and other caregivers.
- Each year Pennsylvania is able to identify how many infant-toddler caregivers took advantage of planned training opportunities.
- To provide training to program directors on how to use Infant Toddler Environmental Rating Scale (ITERS) to assess classroom quality. This training is targeted but not limited to programs participating in Keystone Stars that serve infants and toddlers.
- To develop and deliver a Core and an Advanced Infant-Toddler Certificate program. The certificate development activities are in the early stages.
- To support the Early Childhood Education Linkage System (ECLS), also known
as Healthy Child Care Pennsylvania. ECELS trains and provide technical assistance to child care health consultants. Health consultants services are targeted to programs serving infants and toddler as well as children with special needs.
