RE: Current Collections and Arrears Management Peer-to-Peer Training Conference Training Notes

Dear Colleague:

As you are aware, ensuring that all children in IV-D cases receive financial support from both parents, as ordered, and increasing the IV-D collection rate are not only important goals and objectives of the FY 2005-2009 National Child Support Enforcement Strategic Plan, but are also critical aspects of the Child Support mission. Nationally, the rate of increase in collections has flattened since FY 2000 and we routinely seek practices that may help to reverse this trend. In this regard, the Office of Child Support Enforcement is pleased to provide for your information and reference the enclosed summary notes from the Peer-to-Peer Technical Assistance and Training Conference on the Collection of Current Support and Arrears conducted May 16-18, 2006, in La Jolla, California. The conference was an informal, interactive forum for participants seeking help in improving their respective State’s IV-D program performance in this important area. During the conference, representatives from States with successful collection practices shared their experiences and insights with States interested in improving their performance. In addition, an overview of related research was also presented to participants by experts in the field. Over 100 participants attended, including representatives from 49 States, Territories, and Tribes.

We believe that the enclosed conference summary contains some very helpful ideas and strategies which may assist States in achieving the above goals and objectives and encourage you and your staff to review the various ideas discussed.
