PROGRAM EVALUATION PLAN
 

The Office of the Secretary of Defense (OSD) designed the Program Evaluation Plan (PEP) as a tool to oversee the performance of the Military Housing Privatization initiative (MHPI) and to analyse this initiative's effectiveness while improving the quality of life of service members and their families.

The PEP requires semi-annual reporting to OSD (30 June and 31 December) for all awarded MHPI projects. The first PEP data call covered activities up to December 31, 2000. The PEP reporting system includes detailed information submitted by each of the Military Services regarding their portfolios of MHPI projects. This includes information about deal structures, government costs, use of government authorities, ongoing program performance, consultant costs, maintenance and recapitalization, and tenant satisfaction. OSD uses the information to monitor the MHPI's progress, conduct financial and performance oversight and implement program improvements.
