CONGRESSIONAL REPORTING REQUIREMENTS
 

DoD provides various reports to Congress on the status of MHPI projects. The following are some of the legislative provisions:

  • 10 United States Code 2884
    Requires DoD notify Congress 30 days before solicitation of a contract for the acquisition or construction of family housing units or unaccompanied housing units or proposal of a conveyance or lease under MHPI.


  • Section 125 of Public Law 106-52, Military Construction Appropriations Act, 2000
    Requires DoD notify Congress 60 days before issuing any solicitation for a contract with the private sector for military family housing or military unaccompanied housing that proposes guarantees in the scope of the project.


  • 10 United States Code 2883(f)
    Requires DoD notify Congress at least 30 days before transferring funds to the DoD Family Housing Improvement Fund. The Conference Report accompanying the Military Construction Appropriations Act, 2001 (House Report 106-710), requires that this notification be at least 45 days before the transfer.

  • House Report 105-647, Conference Report accompanying the Military Construction Appropriations Act, 1999
    Requires quarterly status reports on privatization projects. House Report 106-710, the Conference Report accompanying the Military Construction Appropriations Act, 2001, requires that this report also include information regarding expenditures for consultants.


  • House Report 106-221, Report of the Committee on Appropriations accompanying the Military Construction Appropriations Bill, 2000
    Requires DoD notify Congress at least 21 days before award of any contract for a military housing project undertaken pursuant to MHPI authorities. The Conference Report accompanying the Military Construction Appropriations Act, 2001 (House Report 106-710), requires that this notification be at least 45 days before award.


  • House Report 110-424, Conference Report accompanying the Appropriations for the Departments of Labor, Health and Human Services, and Education, and Related Agencies for the Fiscal Year ending September 30, 2008
    Requires semi-annual reports on the maintenance of family housing units and contributions of privatization entities to the recapitalization accounts for each ongoing housing privatization project.
