INFORMATION MEMORANDUM IM-06-04 ATTACHMENT: Child Support Distribution in Tribal IV-D Cases, Trainer's Guide, Participant's Guide, Handouts and PowerPoint Presentations DATE: September 18, 2006 TO: STATE AND TRIBAL AGENCIES ADMINISTERING CHILD SUPPORT ENFORCEMENT PLANS UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT, TRIBES DEVELOPING IV-D PROGRAMS WITH START-UP FUNDING, AND OTHER INTERESTED PARTIES SUBJECT: Child Support Distribution in Tribal IV-D Cases, Trainers Guide and Participant Guide The final rule for Tribal Child Support Enforcement Programs was published in the Federal Register on March 30, 2004 (69 FR 16638) implementing section 455(f) of the Social Security Act. The rule sets forth the requirements and related provisions, and provides guidance to Tribes and Tribal organizations on how to apply for and, upon approval, receive direct funding for the operation of Tribal IV-D programs. One of the requirements contained in the rule relates to the distribution of child support collections. This training curriculum contains both a Trainer's Guide and a Participant's Guide. Both are available on our website. In addition, power point presentations and handouts that accompany the training are available on our website at http://ocse.acf.hhs.gov/necsrs/federal/training/index.cfm and the Tribal resources portion of our website at http://www.acf.hhs.gov/programs/cse/resources/tribal/. This training is designed as a one-day course and will give participants a base knowledge in Tribal IV-D distribution. This is interactive training and includes trainers' notes as well as a game. The target audience for this training includes start-up Tribal IV-D programs and comprehensive Tribal IV-D program staff, Tribal caseworkers, members of the National Tribal Child Support Association and anyone who is interested in learning about Tribal distribution.
