Defense & Technology Papers are working papers that have not been subjected to full editorial review or graphic design. CTNSP initiated the series to expedite publication of ideas and information that can contribute importantly to policy formulation. Defense & Technology Papers are printed in small quantities and distributed to targeted audiences. Back copies generally are not available, but all papers will be maintained online.

We welcome suggestions to improve or update manuscripts and will update online versions as necessary and appropriate.
