Vivienne O’Connor joined USIP as a rule of law adviser in the Rule of Law program, in 2007. Her focus at USIP is on criminal justice reform and rule of law training. She works on a number of related projects in Liberia, Nepal, and Afghanistan. Before joining USIP, she worked at the Irish Centre for Human Rights as its rule of law project officer and director of the Model Codes for Post-Conflict Criminal Justice Project, a project run jointly with USIP. She is also a senior fellow at the University of Melbourne Law School, where she teaches criminal law and development. She has worked as a consultant and a trainer for the United Nations and as a trainer for the European Commission Advanced Rule of Law Training Course. She has also taught at the University of Melbourne Law School and was an adjunct lecturer at the Medical School of the National University of Ireland, Galway, from 2003 to 2005.

O’Connor has published several articles on rule of law reform in academic journals and also coauthored several USIP publications. She holds a bachelor of civil law from the University College Dublin and a masters degree and a Ph.D. degree in international human rights law from the National University of Ireland, Galway.
