INFORMATION MEMORANDUM IM-07-05 DATE: April 10, 2007 TO: ALL AGENCIES ADMINISTERING CHILD SUPPORT ENFORCEMENT PLANS APPROVED UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT AND OTHER INTERESTED PARTIES SUBJECT: Release of Child Support Enforcement and Vital Records Data Exchange: State Successful Practices and Lessons Learned Guide BACKGROUND: The Office of Child Support Enforcement (OCSE) is releasing the Child Support Enforcement and Vital Records Data Exchange: State Successful Practices and Lessons Learned Guide. OCSE has prepared this Guide to support your efforts to improve the interface between your State Vital Records agency and your statewide Child Support Enforcement (CSE) system for the purpose of obtaining information about paternity establishment. Improving this exchange can assist you in paternity establishment process. Furthermore, enhanced automation helps states with Goal #1 of the National Child Support Enforcement Strategic Plan, “all children have established parentage” and Strategy #6, “use specific collaboration protocols with other agencies that serve our clients, emphasizing timely, accurate data exchanges.” States that have already implemented automated interfaces with their Vital Records agencies have reported many positive results such as an overall increase in support collected and improved process consistency and fairness.
