Frank has worked for the Federal government for the past 20 years. He joined the Department of Energy on 2004 and serves as the Deputy Assistant Secretary for Regulatory Compliance for the Department’s Environmental Management (EM) Program. In that role he is responsible for development of EM’s policy and guidance for waste management and disposal, as well as the entire suite of regulatory issues associated with EM activities.

Prior to holding this position, Frank was Director of EPA’s Radiation Protection Division where he was responsible for regulating WIPP, and developing health and environmental regulations and policies for radioactive waste management, site clean-up, emergency response, and a variety of other radiation issues.

Frank has a B.S. in radiologic technology from Thomas Jefferson University, and an M.S. in radiological health from the University of Michigan where he was a DOE Fellow in both health physics and radioactive waste management.
