Ms Diane Cochran is the Deputy Assistant Secretary for Human Capital and Business Services,
Office of Environmental Management, Department of Energy. She originally joined DOE in December
2001 and returned to DOE in early 2008 after two years as a Deputy Associate Director at the United
States Office of Personnel Management (OPM). At OPM, she was responsible for consultation with
agencies on human capital initiatives and had oversight of Senior Executive Service (SES)
performance management system certifications and the Qualifications Review Board approval of new
selections to the SES. In addition to her work with OPM and DOE, she worked in the Department of
the Air Force, and Department of the Navy, at a variety of locations in the United States and abroad.
Ms Cochran’s career has been spent working in Human Resources/Human Capital, at both headquarters and
field locations, in operations, policy, and strategic planning. She is a graduate of the University of
Maryland and Air Command and Staff College, residential program, Maxwell AFB.
