This letter is to inform you that the Central Technical
Authority (CTA) for the Department of Energy has completed Commitment 3 in
Revision 2 of the Department's 2004- 1 Implementation Plan.� The deliverable for this commitment is the
enclosed memorandum to Secretary Bodman declaring that the CTA function is implemented
and providing the basis for this declaration.
