NATIONAL
NUCLEAR SECURITY ADMINISTRATION
February 28, 2006
The Honorable A. J. Eggenberger
Chairman
Defense Nuclear Facilities
Safety Board
625 Indiana Avenue, NW., Suite 700
Washington, D.C. 20004-2901
Dear Mr. Chairman:
On June 10, 2005, Secretary Bodman
submitted the Department’s Implementation Plan to Improve Oversight of Nuclear
Operations in
response to Defense Nuclear Facilities Safety Board (DNFSB) Recommendation
2004-1, Oversight
of Complex, High-Hazard Nuclear
Operations. Section 5.3 of the
Implementation Plan (IP) addresses Revitalizing Integrated Safety Management Implementation,
and Subsection
5.3.2 addresses Work
Planning and Work Control at the Activity Level.
Commitment 23 of the IP requires development of site office action
plans to improve the consistency and reliability of work planning and work
control at the activity level, including incorporation of Integrated Safety
Management (ISM) core functions.
The approved action plans are
provided in Enclosure 1. Each site
office action plan consists of commitments to perform six standard actions, the
planned completion date for each action, and responsible site office and contractor
personnel. The six standard actions are
described in detail in Enclosure 2. These
actions were identified and developed at two National Nuclear Security
Administration (NNSA) workshops on effective incorporation of ISM into work
planning and control processes (October 2004 and July 2005) and three follow-up
meetings held in conjunction with NNSA Quality Assurance workshops (February,
August, and December 2005) by a team consisting of NNSA Headquarters, Site
Office and contractor experts, including designated ISM Champion identified in
Bruce Carnes memorandum of October 18, 2005. The DNFSB staff, Institute for Nuclear Power
Operations, and the Energy Facility Contractors Group also participated in this
effort.
We appreciate the involvement
and input provided by your staff. We will monitor and track implementation of
these actions, and keep your staff informed of progress and current status. Rick Kendall is the NNSA Headquarters point of
contact for this effort and may be contacted at (301) 903-3102 or by e-mail at Rick.Kendall@nnsa.doe.gov.
Sincerely,
Linton F. Brooks
Administrator
