Action 5.3 of the Federal Technical Capability Program (FTCP) Fiscal Year (FY) 2002 Annual Action Plan called for the FTCP agents to identify staff level personnel who are responsible for the oversight of contractor safety systems. The information in the enclosure provides additional detail as a follow-on step to the report, "Analysis of Safety System Federal Staff Expertise and Availability." As committed in my April 11, 2002, letter to you, the results from this action are enclosed and provided to the Board for information.

Each site had the flexibility to use an appropriate method to identify personnel responsible for safety system oversight. Some sites chose to display oversight responsibilities in an organizational chart format, while other sites chose to list responsibilities in a tabular format. In addition to identifying personnel who are responsible for oversight of safety systems, some sites also identified personnel who are responsible for conducting oversight of Technical Disciplines (e.g., fire protection, structural mechanics, maintenance, industrial hygiene, etc. ). This additional information will benefit line management to ensure adequate federal resources have been identified who are accountable and responsible for conducting oversight for all aspects of facility operations, not just oversight of safety systems.
