2002 Carnegie Clinical Challenge: Teaching as a Clinical Profession: A New Challenge for Education (PDF)

Summary: This report asserts that the quality of teaching is the most important variable affecting student achievement. Most Americans believe that improving teaching is the most important strategy for improving schools. The urban teacher shortage and the high attrition rate of beginning teachers nationwide are putting pressure on policy-makers to raise teaching standards and salaries and improve working conditions. The national challenge is to develop models for renewing the profession before the momentum for teaching reform dissipates. Better teacher preparation and support will help beginning teachers do a better job of teaching children. State examples are included to illustrate how efforts to strengthen the teaching profession are improving student achievement.
