Job Opportunities for Low-Income Individuals

2008 Appropriation: $5.3 million annually

Legislative Authority:

The Job Opportunities for Low-Income Individuals (JOLI) Program is authorized under Section 505 of the Family Support Act of 1988, Public Law 100-485, as amended by Section 112 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, Public Law, 104-193.

Purpose:

The purpose of the JOLI program is to create new jobs to be filled by low-income individuals. JOLI grantees create jobs through business plans and the provision of technical and/or financial assistance to private employers in the community. The ultimate goal of the JOLI program is economic self-sufficiency for the targeted populations.

Each year approximately 10 grants are awarded with the maximum grant award being $500,000. A minimum of twenty percent of the total JOLI funds must be used toward the provision of direct financial assistance to participants. Financial assistance may be provided through the use of revolving loan funds or the provision of direct cash assistance to a micro enterprise or self-employed business owner.

Target Population:

Beneficiaries are TANF recipients and other low-income individuals whose income level does not exceed 100 percent of the official Federal poverty guidelines.

Eligible Applicants:

Nonprofits having a 501(c)(3) or a 501(c)(4) status with the IRS, other than institutions of higher education. Faith-based organizations are eligible to apply for this program.
