1 The "earning year" is the fiscal year in which the baselines were exceeded. The funds are generally awarded in the fiscal year following the "earning" year. Occasionally, the amount of funds available are less than the amount earned. In those circumstances, The funds are pro-rated over two more years. 2 For the FY 2007 earning year, the amount of funds earned exceeded the amount of funds available to award in FY 2008. Therefore, approximately 84% of the total amount of funds earned in FY 2007 was awarded in FY 2008 (before October 1, 2008) and the remaining 16% will be awarded in FY 2009 (after September 30, 2008).
