*The coefficients were determined from a national data set incorporating only those counties that had data for all of the individual measures included in a particular composite. This data set includes those "counties" constructed by combining small counties in a State to reach the requirement of at least 50 children served in foster care during FY 2004. back
**Children are included in the count of reunifications if the reason for discharge reported to AFCARS is either "reunify" or "live with relative." They are not included if the reason for discharge is guardianship, even if the guardian is a relative. back
