CFSP/APSR Toolkit


This toolkit is designed to create a central location for all technical assistance documents and materials, as well as references to specific laws, policies, and checklists that relate to the development of the State and Tribal Child and Family Service Plan (CFSP)/Annual Progress and Services Report (APSR).

What is a Child and Family Services Plan (CFSP)?
States, Territories and Tribes are required to submit a CFSP which is a required 5-year comprehensive plan, created after extensive consultation with State, Tribal, local, and public and private community-based organizations. The CFSP outlines initiatives and activities the State, Tribe or Territory will carry out in administering programs and services to promote the safety, permanency, and well-being of children and families. What is an Annual Progress and Services Report (APSR)?
An APSR is a yearly report that discusses progress made by a State, Territory or Tribe in accomplishing the goals and objectives cited in its CFSP. The reports contain new and updated information about service needs and organizational capacities throughout the 5-year plan period.

What is a Program Instruction (PI)?
PIs are issuances by the Federal government that clarify procedures and methods for operationalizing program policies, add details to program regulations or policy guidance requirements, and convey to grantees program guidance on actions they are expected or required to take.
