A community is generally understood to be a group of people who come together for a common purpose. However, while a common purpose provides cohesion, it isn't enough to make a community.  What matters most is the degree of involvement. 

The Nashville District of the U.S. Army Corps of Engineers stretches across 59,000 square miles and parts of seven states. What makes the District effective and responsive to the needs of the American public are nearly 700 individual District team members -- highly trained, professionals in their field, with a concern for the needs of our customers. 

When you take people like that and set them down in areas with civic concerns, it is natural that they are going to use their organizational and leadership skills to solve problems they see around them. They get involved in the schools where their children are educated, in the hospitals, theaters, and other agencies that serve their area. We call them our Community Champions.
