Center for Emerging Issues (CEI)

The Center for Emerging Issues was formed in the early 1990s to address emerging animal health issues such as bovine spongiform encephalopathy. Early projects completed by the staff included: qualitative and quantitative risk analysis studies about BSE, an evaluation of issues and ramifications of E. coli 0157:H7, and a look at emerging factors and forces affecting the bovine tuberculosis program.

Over time, CEI also began to explore surveillance approaches for emerging animal health issues. CEI currently searches open source information for indications of animal health events using sophisticated information technology tools.

In addition to tracking and analyzing animal health issues, CEI also examines changing industry and societal dynamics. THe potential impact of these changes is then considered in planning VS programs.

The Spatial Epidemiology Team (SET) is also part of CEI. SET supports Veterinary Services' spatial analysis and modeling needs in animal health surveillance, incident management, and epidemiological analysis.

VS’ Compensation Specialist was added to the CEI staff in 2003. The Compensation Specialist supports VS programs by developing compensation guidelines and procedures, providing advice on particular indemnity situations, tracking livestock market developments, and providing training.
