SERVICES EFFECTIVE FY06. REF B ANNOUNCED THE DON NAVAL CIRCUIT
MANAGEMENT OFFICE (NCMO).//
GENTEXT/REMARKS/1. THIS MARADMIN ANNOUNCES ESTABLISHMENT OF THE
MARINE CORPS CIRCUIT MANAGEMENT OFFICE (MCCMO).  THE MCCMO WILL BE
LOCATED AT THE MARINE CORPS NETWORK OPERATIONS SECURITY COMMAND
(MCNOSC) WITH POLICY AND BUDGET OVERSIGHT PROVIDED BY HQMC C4.  
2.  IOT EFFECTIVELY MANAGE THIS MANDATE, THE DEPARTMENT OF THE NAVY
(DON) WILL CENTRALLY MANAGE CIRCUIT PROVISIONING.   THE NCMO WILL
PROGRAM AND FUND ANNUAL NAVY AND MARINE CORPS CIRCUIT REQUIREMENTS
NOT COVERED UNDER NMCI.
3.  THE MCCMO WILL EXERCISE COGNIZANCE OVER PROCUREMENT OF MARINE
CORPS CIRCUITS, PROVIDE TECHNICAL EVALUATION OF ORDERS AND SERVE AS
THE COORDINATION POINT FOR SUBMISSION OF ORDERS TO DISA.  
4.  THE MCCMO WILL REVIEW REQUESTS FOR CIRCUIT SERVICES AND VALIDATE
EACH REQUIREMENT.  THE MCCMO WILL MANAGE AND PROVISION ALL MARINE
CORPS NON-NMCI CIRCUIT REQUIREMENTS.  HQMC C4 WILL PROVIDE POLICY
AND FUNDING OVERSIGHT.  ALL MARINE ORGANIZATIONS SHALL SUBMIT
REQUESTS FOR CIRCUIT PROCUREMENT TO THE MCCMO FOR VALIDATION AND
PROCUREMENT.  COMPTROLLERS AND FUND ADMINISTRATORS ARE DIRECTED
NOT TO FUND LOCAL DATA CIRCUITS IN FY06 AND BEYOND WITHOUT MCCMO
APPROVAL.
5.  QUESTIONS ABOUT SUBMISSION OF CIRCUIT REQUIREMENTS SHALL BE
DIRECTED TO MCNOSC POC LISTED
ABOVE.  POLICY QUESTIONS SHALL BE DIRECTED TO HQMC C4 POC LISTED
