  1.  PER REF A, THE TOTAL FORCE ADMINISTRATION QLB MET 13-14 SEP IN
  KANSAS CITY TO REVIEW PROGRAM PROGRESS, DISCUSS RELEVANT ISSUES AND
  MAKE APPROPRIATE DECISIONS REGARDING TOTAL FORCE ADMINISTRATION.
  THE PURPOSE OF THIS MARADMIN IS TO PUBLISH A PROGRESS REPORT ON THE
  TOTAL FORCE ADMINISTRATION INITIATIVE.
  2.  TOTAL FORCE ADMINISTRATION IS A CONCEPT OF A SYSTEM
  OF SYSTEMS IN A DECENTRALIZED, PREDOMINANTLY SELF-SERVICE
  ENVIRONMENT THAT WILL PROVIDE A SERIES OF CAPABILITIES TO MARINES,
  COMMANDERS, AND ORGANIZATIONS AND OFFER A COMMON OPERATING PICTURE    
      OF PERSONNEL ADMINISTRATION.  THIS ENTERPRISE CONCEPT PROVIDES FOR
  ONE-TIME, VIRTUALLY PAPERLESS, ENTRY OF DATA THROUGH A SINGLE
  PORTAL.  THERE WILL BE VERTICAL AND HORIZONTAL VISIBILITY. TOTAL
  FORCE ADMINISTRATION IS AN ENHANCEMENT DESIGNED TO LEVERAGE CURRENT
  TECHNOLOGY WHILE CONTINUOUSLY CONDUCTING BUSINESS PROCESS
  RE-ENGINEERING USING EXISTING INFRASTRUCTURE TO THE MAXIMUM EXTENT
  POSSIBLE.  TOTAL FORCE ADMINISTRATION WILL BE RESPONSIVE TO THE NEEDS
  OF INDIVIDUAL MARINES AND COMMANDERS.  IT WILL BE ACCESSIBLE,
  ACCURATE, AND NEARING REAL-TIME.  IN ADDITION TO ENHANCING
  ORGANIZATIONAL EFFICIENCY, THE MARINE CORPS WILL GARNER MANPOWER AND
  RESOURCE DIVIDENDS. THE MARINE CORPS WILL REALIZE A RETURN ON
  INVESTMENT IN THE FORM OF PROCESS IMPROVEMENT, REACHBACK CAPABILITY
  AND INCREASED TOOTH-TO-TAIL RATIOS.
  3.  REF B ARTICULATED A CLEAR CONCEPT AND ROADMAP FOR THE TOTAL
  FORCE ADMINISTRATION INITIATIVE.  NOTE THAT PREVIOUS DOCUMENTS HAVE
  USED THE TERM 'PHASE' TO DESCRIBE THE IMPLEMENTATION OF THE TOTAL
  FORCE ADMINISTRATION CONCEPT.  HEREAFTER, THE TERM 'PHASE' WILL NOW    
      BE REPLACED BY THE WORD 'INCREMENT' WHEN DESCRIBING THE POA&M FOR
  THE TOTAL FORCE ADMINISTRATION INITIATIVE TO REFLECT THE INCREMENTAL
  APPROACH TOWARDS FUNCTIONAL DEVELOPMENT AND IMPLEMENTATION AND TO
  AVOID CONFUSING THE MEANING OF 'PHASE' AND ITS CONNOTATION IN THE
  FORMAL ACQUISITION PROCESS.
  4.  REF B ESTABLISHED A TARGET DATE OF SEP 01 FOR COMPLETION OF FIELD
  -LEVEL CONSOLIDATION OF PERSONNEL ADMINISTRATION ABOVE THE
  TRADITIONAL BN/SQDN LEVEL THROUGHOUT THE OPERATING FORCES AND MAJOR
  BASES AND STATIONS. MARFOR/MEF QLB REPS REPORTED THE FOLLOWING
  CONSOLIDATION STATUS:
       A.  I MEF - AS OF 30 JUNE 2000 ALL MSC PERSONNEL ADMINISTRATION
  WITHIN I MEF IS CONSOLIDATED AT OR ABOVE THE GROUP/REGIMENTAL LEVEL.
  THERE ARE TWO INSTALLATION CENTERS LOCATED AT MAGTF TRAINING
  COMMAND AND MCAS YUMA. I MEF CONTINUES TO REFINE AND ENHANCE MEU AND
  DEPLOYED UNIT 'REACH-BACK'.  FUTURE CONSOLIDATION EFFORTS INCLUDE
  THE INCLUSION OF CE SCHOOL INTO THE MAGTF TRAINING COMMAND'S CENTER
  AND MCAS MIRAMAR INSTALLATION CONSOLIDATION OF COMCABWEST, MAG-11,    
      MAG-16 AND COMPOSITE GROUP MACG-38/MWSG-37.
       B.  II MEF - PRESENTLY PERSONNEL ADMINISTRATION WITHIN II MEF IS
  CONSOLIDATED IN 2D FSSG, MAG-14, MACG-28, AND II MHG.  2D MARDIV
  WILL BE COMPLETE DURING APR 01.  ANTICIPATING FIRST 'REACH-BACK'
  DEPLOYMENT DURING DEC 00 AND FIRST MEU 'REACH-BACK' DURING APR 01.
  WORKING ON 'REACH-BACK' CAPABILITIES WITH PROWLER SQUADRONS
  SUPPORTING JOINT OPS.  FUTURE CONSOLIDATION EFFORTS INCLUDE: 2D FSSG
  IS COORDINATING WITH 2D MAW TO ALLOW CSSG'S TO BE SUPPORTED
  REGIONALLY AT CHERRY POINT, NEW RIVER AND BEAUFORT; MWSG-27 IS
  STANDING UP; MCAS BEAUFORT IS IN THE PLANNING STAGE - WILL BE AN
  IPAC SUPPORTING ALL TENANT COMMANDS; MCAS NEW RIVER IS IN THE
  PLANNING STAGE - TRYING TO RELOCATE BOTH MAGS 26 & 29 IN SAME BLDG.
        C.  III MEF - ISLAND-WIDE CONSOLIDATION EFFORTS CONTINUE IN A
  PHASED APPROACH.  GOAL IS A MEGA-CONAD LOCATED UNDER THE CONTROL
  OF MCB CAMP BUTLER.  TO DATE, 3D FSSG UNITS ARE FULLY CONSOLIDATED
  AT CAMP KINSER; HQBN, 3D MARDIV AND III MHG UNITS ARE CONSOLIDATED    
      ABOARD CAMP COURTNEY; PLANNING CONTINUES FOR THE CONSOLIDATION OF
  WING, MCAS FUTENMA, AND MCB BUTLER UNITS AT CAMP FOSTER DURING JAN
  01; AND CONSOLIDATION OF UNITS ABOARD CAMP HANSEN WILL OCCUR DURING
  SPRING 01.
        D.  UNITS IN HAWAII HAVE CENTRALLY CONSOLIDATED AT THE
  REGIMENTAL LEVEL OR HIGHER - MCB, CSSG, 3D MAR.  ASE WILL BE
  CONSOLIDATED BY JAN 01 AND ALL REMAINING UNITS WILL BE CONSOLIDATED
  ISLAND-WIDE BY SUMMER 2001.
        E.  MARFORRES - MARFORRES HAS NO IMMEDIATE PLAN FOR INTERIM
  CONSOLIDATION PAST SELECTED RESERVE UNITS INVOLVED IN THE CENTRALIZED
  ADMINISTRATION TEST.  MCRSC IS UNDERGOING A REORGANIZATION TO PROVIDE
  MORE RESPONSIVE ADMINISTRATIVE SUPPORT, PARTIALLY IN ANTICIPATION OF
  THE FOLLOW-ON RESERVE PERSONNEL ADMINISTRATION CENTER (PAC)
  DESIGNATION.  MIGRATION TO A RESERVE PAC IS NOT EXPECTED UNTIL
  AUTOMATED ADMIN PROCESSES/CAPABILITIES ARE DEVELOPED, FIELDED AND
  EFFICIENCES ARE REALIZED.
  5.  THE TOTAL FORCE ADMINISTRATION ARCHITECTURAL ANALYSIS WAS
  COMPLETED IN SEP 00 AND THE QLB CONCURRED WITH THE CONCEPTUAL    
      ARCHITECTURE BRIEFED BY MARCORSYSCOM.
  6.  THE QLB CONCURRED WITH MARFOR/MEF IMPLEMENTATION AND SUPPORT OF A
  SUITE OF INTERIM AUTOMATED OFFICE ENHANCEMENT TOOLS KNOWN AS 'ASAP
  2000.'
  7.  THE QLB APPROVED THE STEERING GROUP'S RECOMMENDATIONS TO PURSUE
  THE FOLLOWING INITIATIVES:
      A.  AUTOMATION OF THE PROCESS FOR ISSUING MEAL CARDS.  MI WILL
  COORDINATE REVIEW AND CONDUCT EXPLORATION OF A NEW AUTOMATED MEAL
  CARD ISSUING PROGRAM BEING DEVELOPED BY 1ST FSSG.
      B.  EXPLORE THE CAPABILITY FOR PERSADMIN PERSONNEL TO REPORT
  ADVANCE PAY AND ADVANCE DLA VIA THE UNIT DIARY. IF FEASIBLE THE
  LONG TERM GOAL WOULD BE TO PROVIDE AND CREATE A UNIT DIARY REPORTABLE
  ENTRY THAT INITIATES AN IMMEDIATE EFT PAYMENT OF ADVANCE PAY AND DLA
  WITHIN NORMAL PARAMETERS.
      C.  ELIMINATE REQUIREMENT TO MAINTAIN THE PAPER VERSION OF THE
  FSA AND COLA FORM.
      D.  ELIMINATE THE REQUIREMENT TO SIGN COPY OF ELECTRONICALLY
  CERTIFIED UNIT DIARIES.
      E. EXPANSION OF BAS CODES IN MCTFS.  THERE ARE OVERLAPPING CODES
  POSTING TO THE BAS DATA ELEMENT.  MI WILL PURSUE CORRECTING THIS    
      PROBLEM THROUGH FUTURE MCTFS SOFTWARE RELEASES.
      F. REMOVE THE START/STOP QUARTERS ENTRY FROM THE RUC EDIT
  PROCESS.  REMOVAL OF THE RUC EDITS WILL ALLOW STOP AND START QUARTERS
  ENTRIES TO POST INDEPENDENT OF THE JOIN/TRANSFER AND REDUCE
  MISPAYMENT TO MARINES IN CASES WHERE DOCUMENTATION IS PROVIDED LATE.
      G. PURSUE POLICY FOR ELECTRONIC FILES.  MI WILL COORDINATE WITH
  OTHER HQMC AGENCIES TO DEVELOP A MARINE CORPS POLICY REPLACING
  PAPER FILES WITH E-FILES.  THIS EFFORT WILL INCLUDE ALL PAPER FILES
  CURRENTLY MAINTAINED.
      H. ACCEPTANCE OF ELECTRONICALLY SCANNED NAVMC 11060'S VICE PAPER
  COPIES IN UNIQUE SITUATIONS.  COORDINATION WITH RFL IS ONGOING TO
  DEVELOP A POLICY ALLOWING FIELD DISBO TO ACCEPT SCANNED COPIES OF
  THE NAVMC 11060 WHERE NORMAL PROCESSING TIME WOULD HAVE AN ADVERSE
  IMPACT ON THE INDIVIDUAL MARINE.  FURTHER INFORMATION REGARDING THE
  IMPLEMENTATION OF THE DECISIONS REACHED BY THE QLB WILL BE
  PROMULGATED SEPARATELY.
  8. THE QLB APPROVED A MODULE APPROACH TO DOCUMENTING CAPABILITIES
  AND VISION STATEMENTS FOR MARINE CORPS FUTURE ADMINISTRATION    
      PROCESSES.  THE FOLLOWING MODULES REPRESENT PROCESSES BEING
  RE-ENGINEERED BY THE TOTAL FORCE ADMINISTRATION STEERING GROUP AND
  ARE PRIORITIZED. FUTURE ENHANCEMENTS TO MARINE ONLINE WILL PROVIDE
  MARINE CORPS WIDE VISIBILITY AND INTERACTION TO THESE MODULES AS
  THEY ARE RE-ENGINEERED.
