  RMKS/1.  THE REF ANNOUNCED THE ESTABLISHMENT OF THE DEPARTMENT OF THE
  NAVY REVOLUTION IN BUSINESS AFFAIRS BEACON AWARD TO FORMALLY
  RECOGNIZE NAVY AND MARINE CORPS PERSONNEL AND/OR UNITS AS WELL AS THE
  SUBJ AWARD CRITERIA.  THIS MARADMIN CLARIFIES THE PROCEDURE FOR USMC
  AWARD NOMINATIONS.
  2. COMMANDERS ARE ENCOURAGED TO RECOGNIZE THOSE FEW, SELECT PERSONNEL
  AND/OR UNITS THAT HAVE MADE IN THEIR JUDGEMENT A SUBSTANTIVE,
  DOCUMENTED, AND MEASURABLE CONTRIBUTION IN ACHIEVING ANY OF THE DON
  BUSINESS GOALS AND VISION AS LISTED IN THE REF. THERE ARE NO SPECIFIC
  DEADLINES OR QUOTAS FOR AWARD NOMINATIONS.
  3. COMMANDERS MAY FORWARD AWARD NOMINATIONS TO THE DC, P&R AT ANY     TIME.  ALL AWARD NOMINATIONS REQUIRE ENDORSEMENT BY THE FIRST GENERAL
  OFFICER IN YOUR CHAIN OF COMMAND AND SHOULD INCLUDE A DRAFTED
  CONGRATULATORY LETTER SUITABLE FOR SIGNATURE AT THE SECNAV LEVEL.
  COMMANDERS MAY DESIGNATE THEIR CHIEF OF STAFF, AC/S, G-4,
  COMPTROLLER, OR SELECTED REPRESENTATIVE TO REVIEW AND FORWARD ANY
  AWARD NOMINATION ORIGINATED WITHIN THEIR COMMAND.  EACH QUARTER, THE
  DC, P&R WILL CONVENE A BOARD TO REVIEW ALL BEACON AWARD SUBMISSIONS.
  THE BOARD WILL CONSIST OF ONE COL/LTCOL OR APPROPRIATE GRADE CIVILAN
  FROM EACH OF THE HQMC DEPARTMENTS REPRESENTED ON THE RBA EXECUTIVE
  COMMITTEE (P&R, M&RA, PP&O, AND I&L). THE DC, P&R WILL FORWARD THOSE
  SELECTED AWARD RECOMMENDATIONS TO THE NAVY’S RBA BOARD OF DIRECTORS
  FOR FINAL CONSIDERATION.
  4. NOTIFICATION OF SELECTION OR NON SELECTION WILL BE PROVIDED VIA
  THE CHAIN OF COMMAND.
  5. FITNESS REPORT OR CIVILIAN PERFORMANCE REPORT COMMENTS ARE
  APPROPRIATE FOR INDIVIDUAL AWARD RECIPIENTS.//
