  RMKS/1.  THE PURPOSE OF THIS BULLETIN IS TO ANNOUNCE THE CONVENING
  OF A SELECTION BOARD FOR MOS 9815 RECRUITING OFFICER, AND SOLICIT
  APPLICATIONS FROM QUALIFIED PERSONNEL.
  2.  THE MARINE CORPS RECRUITING COMMAND WILL CONVENE A SELECTION
  BOARD AT HEADQUARTERS, MARINE CORPS RECRUITING COMMAND TO SELECT
  QUALIFIED MARINES FOR APPOINTMENT TO THE GRADE OF WARRANT OFFICER.    THE SELECTION BOARD WILL CONVENE ON OR ABOUT 9 AUG 00 FOR
  APPROXIMATELY 1 WEEK.
  3.  THESE WARRANT OFFICERS WILL BE A SOURCE OF EXPERTISE ON ALL
  ASPECTS OF RECRUITING AND MUST BE ABLE TO COMMUNICATE THAT KNOWLEDGE
  TO OTHERS.  ONLY CAREER RECRUITERS, WITH A MINIMUM OF 3 YEARS
  EXPERIENCE IN MOS 8412 ARE ELIGIBLE TO APPLY FOR THE WARRANT OFFICER
  MOS 9815.  WAIVERS WILL BE CONSIDERED FOR THE MINIMUM TIME IN MOS
  8412 DOWN TO 2 YEARS.  IN ADDITION TO THE ELIGIBILITY REQUIREMENTS
  CONTAINED BELOW, CAREER RECRUITERS MUST HAVE SERVED A SUCCESSFUL
  TOUR OF DUTY AS A CAREER RECRUITER IN A CAREER RECRUITER BILLET AND
  MUST HAVE NOT LESS THAN 8 OR MORE THAN 20 YEARS OF SERVICE ON THE
  DATE OF APPOINTMENT TO WARRANT OFFICER.  THE 20 YEAR LIMITATION IS
  THE MAXIMUM YEARS OF SERVICE TO ENABLE A RECRUITING WARRANT OFFICER
  TO SERVE 3 YEARS AS A CWO-2, 3 YEARS AS A CWO-3, 3 YEARS AS A CWO-4,
  AND 2 YEARS AS A CWO-5.  FOLLOWING THE WARRANT OFFICER BASIC COURSE
  (WOBC), RECRUITING WARRANT OFFICERS WILL ATTEND THE NEXT AVAILABLE
  RECRUITING MANAGEMENT COURSE.
     4.  SUBMIT APPLICATIONS USING THE WO (REG) FORMAT IN REF B.  DO NOT
  USE THE FORMAT IN REF A.  INCLUDE THE DATA SHEET AS THE FIRST
  ENCLOSURE TO THE APPLICATION.  ADDITIONALLY, REF B REQUIRES
  SUBMISSION OF CERTIFIED TRUE COPIES OF SERVICE RECORD BOOK PAGES.
  ENSURE ALL ENTRIES ARE SUBMITTED IF CONTAINED ON MULTIPLE PAGES.
  5.  THE FOLLOWING ELIGIBILITY CRITERIA HAS BEEN PROVIDED FROM REF A:
      A.  BE A CITIZEN OF THE UNITED STATES.
      B.  BE SERVING ON ACTIVE DUTY (OTHER THAN ACTIVE DUTY FOR
  TRAINING).
      C.  BE A STAFF SERGEANT OR HIGHER GRADE AS OF THE APPLICATION
  DEADLINE.
      D.  HAVE NOT LESS THAN 8 OR MORE THAN 20 YEARS OF ACTIVE SERVICE
  ON THE DATE OF APPOINTMENT TO WARRANT OFFICER.  THE REQUIREMENT FOR
  NO MORE THAN 16 YEARS OF ACTIVE NAVAL SERVICE IN REF A HAS BEEN
  WAIVED AND WILL BE INCORPORATED INTO A FUTURE REVISION OF REF A.
      E.  BE A HIGH SCHOOL GRADUATE OR POSSESS THE SERVICE-ACCEPTED
  EQUIVALENT AS PRESCRIBED BY CURRENT DIRECTIVES.
      F.  HAVE NO RECORD OF CONVICTION BY A GENERAL, SPECIAL, OR
     SUMMARY COURTS-MARTIAL, NOR HAVE ANY RECORD OF CONVICTION BY A CIVIL
  COURT FOR ANY OFFENSE, OTHER THAN FOR MINOR TRAFFIC VIOLATIONS.
      G.  HAVE PASSED THE MOST RECENT PHYSICAL FITNESS TEST.
      H.  POSSESS ONE OF THE FOLLOWING APTITUDE TEST SCORES:
          (1) AN ARMED FORCES CLASSIFICATION TEST (AFCT) ELECTRICAL
  COMPOSITE (EL) STANDARD SCORE OF 110 OR HIGHER; OR
          (2) A COMBINED MATH AND VERBAL SCORE OF 900 OR HIGHER ON THE
  SCHOLASTIC APTITUDE TEST (SAT); OR
          (3) A COMBINED MATH AND ENGLISH SCORE OF 39 OR HIGHER ON THE
  AMERICAN COLLEGE TEST (ACT).  APPLICANTS SUBMITTING SAT OR ACT TEST
  SCORES WILL SUBMIT A CERTIFIED COPY OF THE TEST REPORT.
      I.  MEET THE PHYSICAL STANDARDS FOR APPOINTMENT AS A WARRANT

  1 FEB 2001 AS THE DATE OF APPOINTMENT.  STAFF SERGEANTS WILL BE
  APPOINTED IN THE GRADE OF WO1; GUNNERY SERGEANTS (AS OF THE
  CONVENING DATE OF THE WARRANT OFFICER BOARD) WILL BE APPOINTED IN
  THE GRADE OF CWO2.
  9.  PAR 5.H CONTAINS A TEST SCORE REQUIREMENT.  REF C OUTLINES ASVAB
  AND AFCT POLICIES AND CONTAINS THE GUIDELINES AND REQUIREMENTS
     FOR THOSE APPLICANTS UTILIZING THE ASVAB OR AFCT AS A BASIS OF
  QUALIFICATION.  IT COVERS TOPICS RANGING FROM AFCT RETEST
  REGULATIONS, REQUEST FOR MATERIALS, MARINE CORPS TEST FACILITIES,
  ASVAB RETESTING, OTHER SERVICE TEST FACILITIES, TEST DATE WAIVERS,
  ETC.  ONLY EL SCORES RESIDENT WITHIN THE MARINE CORPS TOTAL FORCE
  SYSTEM (MCTFS) WILL BE ACCEPTED AS OFFICIAL SCORES OF RECORD FOR
  ALL APPLICANTS.  APPLICANTS MUST USE THE BASIC TRAINING RECORD (BTR)
  AS EVIDENCE OF A QUALIFYING EL SCORE.  CLASSIFICATION TEST SCORES ARE
  LOCATED ON THE TEST SCORE SCREEN OF THE MCTFS.  IF SCORES ARE IN THE
  MCTFS BUT DO NOT APPEAR ON THE BTR, OR ARE INCORRECT ON THE BTR,
  ATTACH A COPY OF THE TEST SCORE SCREEN TO THE BTR AND SUBMIT AS ONE
  ENCLOSURE TO THE APPLICATION.  ANY CORRECTIVE ACTION OR RETESTING
  MUST BE COMPLETE PRIOR TO THE APPLICATION DEADLINE TO ENSURE RESULTS
  ARE POSTED TO THE MCTFS PRIOR TO RECEIPT BY MCRC (OE).  QUESTIONS

     10.  APPLICANTS MUST BE PHYSICALLY QUALIFIED BY THE CHIEF, BUREAU
  OF MEDICINE AND SURGERY (BUMED) PER THE MANUAL OF THE MEDICAL
  DEPARTMENT, CHAPTER 15, PRIOR TO THE CONVENING DATE OF THE SELECTION
  BOARD.  COMMANDING OFFICERS ARE DIRECTED TO ENSURE THAT APPLICANTS
  SUBMIT THE RESULTS OF A CURRENT PRECOMMISSIONING PHYSICAL EXAMINATION
  (LESS THAN 2 YEARS OLD AS OF 1 FEB 2000) AS AN ENCLOSURE TO THE
  APPLICATION.  PRECOMMISSIONING PHYSICALS MUST INCLUDE A REPORT OF
  MEDICAL EXAMINATION (STANDARD FORM 88 (SF88)) AND A REPORT OF MEDICAL
  HISTORY (STANDARD FORM 93 (SF93)).  DUE TO VARIOUS MEDICAL
  FACILITIES USING DIFFERENT VERSIONS OF THE FORMS, SOME BLOCK NUMBERS
  WILL VARY.  COMMANDING OFFICERS MUST CLOSELY REVIEW THE MEDICAL
  FORMS TO ENSURE CORRECTNESS AND COMPLETENESS.  THE FOLLOWING LIST
  INCLUDES THE MOST COMMON ITEMS OVERLOOKED OR MISUNDERSTOOD:
       A.  BLOCK 39 OF SF88, MARKS AND SCARS MUST BE LISTED.  TATTOOS,
  BRANDINGS, BODY PIERCINGS, ETC MUST PROVIDE APPROPRIATE COLOR PHOTOS
  AND WRITTEN DESCRIPTION OF NUMBER, LOCATION, CONTENT AND SIZE OF
     MARKINGS.  NO PHOTOS OF PRIVATE AREAS, A WRITTEN DESCRIPTION WILL
  SUFFICE.
       B.  BLOCK 43 OF SF88, PELVIC EXAM (WOMEN ONLY) MUST INCLUDE LAB
  CHIT FOR PAP SMEAR AND CURRENT PREGNANCY TEST.
       C.  BLOCK 44 OF SF88, DENTAL MUST BE COMPLETED.  DENTAL EXAM
  MUST BE A TYPE I OR II, CLASS I OR II.
       D.  LABORATORY FINDINGS IN BLOCKS 45A, B, C, AND D (URINALYSIS),
  BLOCK 47 (SEROLOGY), AND BLOCK 48 (EKG) MUST BE COMPLETED.  EKG CAN
  BE A BASELINE EKG CONTAINED IN THE MARINE'S HEALTH RECORD, NO MATTER
  HOW OLD IT IS.  IF EKG IS NOT DONE AT THE TIME OF THE PHYSICAL
  EXAMINATION, INCLUDE A COPY OF THE EKG PRINTOUT SIGNED BY MD.
       E. BLOCK 50 OF SF88, DATE AND RESULTS OF THE HIV AIDS TEST.
  HIV DRAWN OR PENDING IS NOT ACCEPTABLE.  HIV TESTS ARE AN ANNUAL
  REQUIREMENT AND MUST BE CURRENT.  PRIOR HIV TEST RESULTS (THAT ARE
  STILL CURRENT) MAY BE SUBMITTED BY ATTACHING A CERTIFIED COPY OF THE
  CHRONOLOGICAL RECORD OF HIV TESTING OR PRINTOUT FROM VIROMED LABS TO
  THE SF88 AND SF93.
       F.  DISTANT VISION MUST BE CORRECTED TO 20/20.  IF EYESIGHT, IN
     BLOCK 59 OF SF88, IS OTHER THAN 20/20 UNCORRECTED, BLOCK 60 MUST
  CONTAIN A MANIFEST REFRACTION.  BLOCK 61 MUST CONTAIN NEAR VISION.
       G.  BLOCK 71 OF SF88, AUDIOGRAM MUST BE COMPLETED.  IF AUDIOGRAM
  INDICATES HEARING LOSS, INCLUDE A REPEAT AUDIOGRAM AND A CURRENT ENT
  EVALUATION.
       H.  ALL AFFIRMATIVE ANSWERS TO QUESTIONS ON THE SF93, OTHER THAN

       J.  APPLICANTS NOT FOUND PHYSICALLY QUALIFIED BY BUMED WILL NOT
  BE CONSIDERED BY THE SELECTION BOARD.
  11.  THE LAW DOES NOT PERMIT OFFICERS TO RECEIVE SPECIAL DUTY
  ASSIGNMENT (SDA) PAY.  AS SUCH, SDA PAY WILL BE DISCONTINUED FOR
  CAREER RECRUITERS WHO ARE SELECTED AND APPOINTED AS WARRANT OFFICERS.

  13.  THE MARINE CORPS HAS HAD GREAT SUCCESS WITH GROW-OUR-OWN
  ENLISTED TO OFFICER PROGRAMS.  THESE SUCCESSFUL PROGRAMS GIVE THE
  MARINE CORPS A BROAD BASED, HIGHLY EXPERIENCED OFFICER CORPS.
  ONE UNINTENDED CONSEQUENCE OF THIS SUCCESS, HOWEVER, RELATES TO
  FRATERNIZATION.
  14.  NAVY REGULATIONS, CHAPTER 11, GENERAL REGULATIONS, SECTION 5
  (RIGHTS AND RESTRICTIONS) PAR 1165 (FRATERNIZATION PROHIBITED)
     STATES, "PERSONAL RELATIONSHIPS BETWEEN OFFICER AND ENLISTED MEMBERS
  THAT ARE UNDULY FAMILIAR AND THAT DO NOT RESPECT DIFFERENCES IN
  GRADE OR RANK ARE PROHIBITED.  SUCH RELATIONSHIPS ARE PREJUDICIAL TO
  GOOD ORDER AND DISCIPLINE AND VIOLATE LONG-STANDING TRADITIONS OF
  THE NAVAL SERVICE."  FRATERNIZATION MAY BE CHARGED AS AN OFFENSE
  UNDER THE UNIFORM CODE OF MILITARY JUSTICE.  THE ONLY EXCEPTIONS ARE
  FAMILIAL RELATIONSHIPS, SUCH AS MARRIAGES THAT OCCUR PRIOR TO THE
  DATE OF APPOINTMENT AND RELATIONSHIPS BETWEEN PARENTS AND CHILDREN
  OR BETWEEN SIBLINGS.
  15.  TO PREVENT FRATERNIZATION OR THE APPEARANCE OF FRATERNIZATION,
  IT IS IMPERATIVE THAT OUR ENLISTED MARINES ARE BRIEFED ON THE MARINE
  CORPS GUIDELINES RELATING TO FRATERNIZATION.  THEREFORE, COMMANDERS
  ARE REQUIRED TO ENSURE THAT EACH MARINE APPLYING FOR AN ENLISTED TO
  OFFICER PROGRAM READ AND UNDERSTAND THE MARINE CORPS POLICY ON
  FRATERNIZATION.  EACH MARINE MUST SIGN THE FOLLOWING SRB, PAGE 11
  ENTRY AND SUBMIT A CERTIFED TRUE COPY AS PART OF THE APPLICATION:
      "I HAVE READ AND UNDERSTAND THE MARINE CORPS POLICY ON
     FRATERNIZATION.  I UNDERSTAND THAT, AS A COMMISSIONED OR WARRANT
  OFFICER, I WILL BE REQUIRED TO CONDUCT MYSELF AS AN OFFICER WITH
  RESPECT TO ALL ENLISTED PERSONNEL, OF ANY SERVICE, AT ALL TIMES.
  SPECIFICIALLY, I UNDERSTAND THAT I MAY HAVE TO MAKE SIGNIFICANT
  CHANGES IN MY CURRENT PERSONAL RELATIONSHIPS WITH OTHER

  17.  THE MARINE CORPS TAKES A CONSERVATIVE APPROACH TO PERSONAL
  APPEARANCE.  UNIFORM REGULATIONS STRESS THAT PERSONAL APPEARANCE IS
     TO BE CONSERVATIVE AND COMMENSURATE WITH THE HIGH STANDARDS
  TRADITIONALLY ASSOCIATED WITH THE MARINE CORPS.  NO ECCENTRICITIES
  IN DRESS OR APPEARANCE ARE PERMITTED BECAUSE THEY DETRACT FROM
  UNIFORMITY AND TEAM IDENTITY.
  18.  PER MCBUL 1020.34 OF 16 MAY 96, THE MARINE CORPS UNIFORM
  REGULATIONS PROHIBIT TATTOOS OR BRANDS ON THE NECK AND THE HEAD.
  ADDITIONALLY, ANY TATTOO THAT IS GANG, RACIST, SEXIST, OR DRUG
  RELATED IS PROHIBITED.  IN OTHER AREAS OF THE BODY, TATTOOS OR
  BRANDS THAT ARE PREJUDICIAL TO GOOD ORDER, DISCIPLINE AND MORALE OR
  ARE OF A NATURE TO BRING DISCREDIT UPON THE MARINE CORPS ARE ALSO
  PROHIBITED.  BODY PIERCING, WITH THE EXCEPTION OF EARRINGS WORN BY
  FEMALE MARINES IN ACCORDANCE WITH CURRENT REGULATIONS, IS
  PROHIBITED.  NON-DENTAL TOOTH CROWNS ARE IDENTIFIED AS BODY ART, AND
  COMMANDERS ARE TASKED WITH UPHOLDING CURRENT REGULATIONS REGARDING
  ECCENTRIC APPEARANCE.
  19.  FOUR CRITERIA WILL BE USED TO EVALUATE TATTOOS AND BRANDS TO
  SEE IF THEY COMPLY WITH MARINE CORPS STANDARDS.  THESE CRITERIA
  ARE CONTENT, LOCATION, SIZE, AND EFFECT OF ASSOCIATING THE MARINE
     CORPS AND THE MARINE CORPS UNIFORM WITH THE TATTOO OR BRAND.
  20.  IN ORDER FOR THE SELECTION BOARD TO EVALUATE THE TATTOOS AND
  BRANDS, THE MARINE MUST PROVIDE APPROPRIATE COLOR PHOTOS WHICH
  CLEARLY IDENTIFIES THE TATTOO OR BRAND, ALONG WITH A DESCRIPTION
  DETAILING LOCATION, SIZE, AND NUMBER OF TATTOOS.  IN CASES WHERE
  THE TATTOO IS IN A PRIVATE AREA, A WRITTEN DESCRIPTION WILL SUFFICE.
  COMMANDERS MUST SCREEN ALL TATTOOS TO ENSURE THEY MEET THE ABOVE
  CRITERIA.  THE COMMANDER MUST STATE IN THE FIRST ENDORSEMENT,
  "I HAVE VIEWED THE APPLICANT'S TATTOOS OR BRANDS (PHOTOS AND/OR
  DESCRIPTION) ATTACHED AS ENCLOSURE (XX) AND THEY ARE WITHIN THE
  MARINE CORPS STANDARDS PER THE MARINE CORPS UNIFORM REGULATIONS."
  21.  TO ENSURE PROPER FILING OF SEPARATE CORRESPONDENCE ADDRESSED TO
  THE PRESIDENT OF THE BOARD, OR FOR INCLUSION TO AN APPLICATION,
  INCLUDE THE APPLICANT'S NAME, SSN, AND FIRST CHOICE MOS IN THE
  SUBJECT OF THE DOCUMENT.  IF AN APPLICANT SOLICTS LETTERS OF
  RECOMMENDATION FROM OFFICERS OUTSIDE THE NORMAL CHAIN OF COMMAND WHO
     HAVE KNOWLEDGE OF THE APPLICANT'S LEADERSHIP QUALITIES AND POTENTIAL
  FOR APPOINTMENT, SUBMIT DIRECTLY TO THE CG, MCRC (OE) OR INCLUDE
  THEM AS AN ENCLOSURE TO THE APPLICATION.
  22.  COMMANDING OFFICERS, PASS THIS INFORMATION TO ELIGIBLE MARINES
  IN YOUR COMMANDS.  REVIEW APPLICATIONS FOR COMPLETENESS, ENSURE THAT
  APPLICANTS REQUESTING WAIVERS RECEIVE COMPREHENSIVE JUSTIFICATION ON
  ALL ENDORSEMENTS (INCLUDING THE SENIOR ENDORSER), AND MAKE DEFINITIVE
  RECOMMENDATIONS REGARDING ALL MARINES WHO SUBMIT APPLICATIONS.
  APPLICANTS WHO DO NOT MEET THE ELIGIBILITY CRITERIA AND WHO ARE NOT
  CONSIDERED FULLY QUALIFIED, WILL NOT BE RECOMMENDED FOR APPOINTMENT.
  APPLICATIONS NOT RECOMMENDED FOR APPOINTMENT WILL NOT BE SUBMITTED
  TO THIS HEADQUARTERS.  ENDORSEMENTS AND APPLICATIONS MUST BE
  SCREENED CLOSELY TO ENSURE THAT ONLY FULLY QUALIFIED APPLICANTS ARE
  SUBMITTED FOR CONSIDERATION.
  23.  NOTIFY THE MCRC (OE) IN WRITING OF ANY CHANGES AFFECTING
  CURRENT DUTY LOCATION, ENLISTMENT STATUS, OR DISCIPLINARY ACTION
  WHICH OCCURS AFTER SUBMISSION OF AN APPLICATION.
