GENTEXT/REMARKS/
1. PURPOSE. THIS MARADMIN ESTABLISHES
POLICY FOR THE PAYMENT OF ASSIGNMENT INCENTIVE PAY (AIP) TO MARINES WHO VOLUNTARILY EXTEND IN THEATER BEYOND 365-DAYS BOOTS-ON-THE-GROUND (BOG) IN
SUPPORT OF OPERATIONAL REQUIREMENTS IN THE USCENTCOM AREA OF RESPONSIBILITY (AOR).
2. THE CURRENT LAPSE IN AUTHORITY DOES NOT IMPACT THIS PROGRAM. A REVIEW OF THE AUTHORITY GOVERNING THE PAYMENT OF AIP REVEALED THAT THE ABILITY TO EXECUTE AIP AGREEMENTS EXPIRES 31 DEC 08.
3. BACKGROUND
 A. PER REF (A), THE SECRETARY OF DEFENSE AUTHORIZES THE USE OF AIP TO ENCOURAGE VOLUNTEERISM BEYOND 365-DAYS BOG IN IRAQ OR AFGHANISTAN.
 B. UNITS/INDIVIDUALS ASSIGNED AT OR ABOVE THE REGIMENT/GROUP LEVEL, DEPLOY FOR NO LONGER THAN 365-DAYS BOG IN SUPPORT OF OPERATION IRAQI FREEDOM/OPERATION ENDURING FREEDOM.
 C. DEPLOYMENT MUST BE TO THE USCENTCOM AOR. AOR IS DEFINED AS IRAQ, KUWAIT, AFGHANISTAN, BAHRAIN, AND THE HORN OF AFRICA.
4. REF (B) DEFINES THE FOLLOWING POLICY ON BOG.
 A. UNIT BOG CLOCK START: DATE THE MAJORITY OF THE UNIT'S MAIN BODY OF THE ARRIVES IN THE AOR.
 B. UNIT BOG CLOCK STOP: DATE THE MAJORITY OF THE UNIT'S MAIN BODY DEPARTS THE AOR.
 C. INDIVIDUAL BOG CLOCK START: DATE INDIVIDUAL AUGMENT (IA) ARRIVES IN THE AOR.
 D. INDIVIDUAL BOG CLOCK STOP: DATE IA DEPARTS AOR.
5. INDIVIDUALS THAT EXTEND BEYOND 365-DAYS BOG PER REF B, ARE AUTHORIZED $500 OF AIP FOR EACH MONTH BEYOND 365-DAYS BOG. THE PAYMENT OF AIP IS BASED
ON A 30-DAY MONTH AND WILL BE PRORATED BASED ON THE NUMBER OF DAYS THE MARINE EXTENDS IN THEATER. THE DAILY RATE OF AIP IS $16.67. ELIGIBILITY FOR PAYMENT BEGINS ON THE FIRST DAY OF THE EXTENSION. PAYMENT COMMENCES ON
THE 31ST DAY OF THE EXTENSION AND EVERY 30-DAYS AFTER THE FIRST PAYMENT.
6. ELIGIBILITY REQUIREMENTS ARE AS FOLLOWS.
 A. MUST BE ON AN INITIAL 365-DAY BOG TOUR IN A REGIMENTAL/GROUP LEVEL COMMAND OR HIGHER. THIS INCLUDES IA'S/UNITS ASSIGNED TO TRANSITION TEAMS.
 B. MUST HAVE POSITIVE COMMAND ENDORSEMENT RECOMMENDING APPROVAL. REQUESTS WITH NEGATIVE COMMAND ENDORSEMENT WILL NOT BE APPROVED. COMMANDERS MUST UNDERSTAND THAT HQMC WILL NOT PROVIDE BACK-FILLS FOR ANY
VACANT BILLETS.
 C. MINIMUM DURATION OF EXTENSION IS 90-DAYS BEYOND THE ORIGINAL 365-DAY BOG DEPLOYMENT TO THE AOR.
 D. REQUEST MUST BE APPROVED BY DC M&RA (MM/RAM) PRIOR TO BEGINNING EXTENSION.
 E. MUST BE AN E6 OR ABOVE. MARINES SELECTED FOR E6 ARE ELIGIBLE.
 F. MUST BE SERVING IN USCENTCOM AOR AS DEFINED ABOVE PRIOR TO EXTENSION.
 G. CANNOT BE COMBINED WITH INVOLUNTARY EXTENSION PROGRAM.
 H. TERMINATION OCCURS WHEN THE UNIT/MARINE DEPARTS AOR.
 I. MUST SIGN A WRITTEN AGREEMENT CONTAINED IN PARAGRAPH 6 BELOW.
7. WRITTEN AGREEMENTS MUST BE SIGNED BY THE MEMBER. THE FOLLOWING AGREEMENT WILL BE UTILIZED FOR PAYMENT OF AIP.
"I, [RANK, LAST NAME, FI, MI, L4-SSN] UNDERSTAND THAT, INCIDENT TO THE EXTENSION OF MY CURRENT 12-MONTH DEPLOYMENT, I AGREE TO VOLUNTEER FOR EXTENDED DUTY IN [GEOGRAPHIC LOCATION] FOR [NUMBER OF DAYS] DAYS. I
UNDERSTAND THAT I WILL BE PAID ASSIGNMENT INCENTIVE PAY (AIP) IN THE AMOUNT OF $500 PER MONTH. I UNDERSTAND THAT MY PAYMENT IS BASED ON A 30-DAY MONTH AND IS SUBJECT TO PRORATING. FAILURE TO COMPLETE MY APPROVED VOLUNTARY
EXTENSION OF [NUMBER OF DAYS] DAYS WILL RESULT IN THE TERMINATION OF THIS AGREEMENT. AIP WILL NOT BE PAID FOR ANY DAY NOT SERVED. I UNDERSTAND THAT REPAYMENT WILL NOT BE SOUGHT IF MY INABILITY TO COMPLETE THE SERVICE
REQUIREMENT SPECIFIED IN THIS AGREEMENT IS DUE TO MY DEATH, ILLNESS, INJURY OR OTHER PHYSICAL IMPAIRMENT, WHICH WAS NOT THE RESULT OF MY MISCONDUCT, OR
OTHER CIRCUMSTANCE DETERMINED TO BE REASONABLY BEYOND MY CONTROL."
8. MARINES WILL SUBMIT AN AA FORM VIA THE CHAIN OF COMMAND REQUESTING TO EXTEND BEYOND 365-DAYS BOG. THE REQUEST WILL BE ADDRESSED TO DC M&RA, (MM) FOR APPROVAL. RESERVE MARINES WILL ADDRESS REQUESTS TO DC M&RA, (RAM) FOR APPROVAL.
9. CAREER RETENTION SPECIALISTS WILL PREPARE AIP AGREEMENTS. AIP AGREEMENTS MUST BE SIGNED BY THE MARINE AND THE REGIMENTAL/GROUP LEVEL COMMANDER OR DESIGNEE.
10. THE AIP AGREEMENT WILL BE COMPLETED SIMILARLY TO A STATEMENT OF UNDERSTANDING PER MCO 7220.24M AND WILL BE ATTACHED TO THE REENLISTMENT CONTRACT FOR RETENTION IN THE MARINE'S SERVICE RECORD BOOK. OFFICERS WILL
MAINTAIN A COPY OF THIS AGREEMENT WITHIN THE OFFICER QUALIFICATION RECORD. SUBMIT A COPY OF THE AIP AGREEMENT TO CMC (MMSB-20) PER PARAGRAPH 4003.4 OF THE IRAM.
11. ADMINISTRATIVE PROCEDURES. REPORT MARINE CORPS TOTAL FORCE SYSTEM ENTRY USING TTC 264/000 - EFFECTIVE START DATE (YYYYMMDD) PROGRAM CODE 'V USING ONE OF THE BELOW AIP PAY CODES.
