GENTEXT/REMARKS/1.  PURPOSE.  TO PUBLISH UPDATED MRAP LICENSING REQUIREMENTS.  THIS MESSAGE IS EFFECTIVE IMMEDIATELY AND SUPERCEDES REF A.  INCIDENTAL AND UPGRADED LICENSES WILL BE OBTAINED IAW REF B.
2.  BACKGROUND.  THE CURRENT MINE RESISTANT AMBUSH PROTECTED (MRAP) VEHICLE /INTERIM LICENSING GUIDANCE MARADMIN HAS BEEN IN PLACE SINCE OCTOBER 2007. IT WAS CREATED TO HELP ALLEVIATE THE BURDEN ON DEPLOYING UNITS NEEDING A MINIMUM NUMBER OF INCIDENTAL HMMWV
(ECV/MAK) LICENSED OPERATORS TO MORE RAPIDLY ATTAIN AN UPGRADE TO THE MRAP LICENSE IN SUPPORT OF MISSION REQUIREMENTS.  HOWEVER, TO IMPROVE DRIVER AWARENESS AND SAFETY CONCERNS IT HAS BEEN RECOMMENDED THAT MARADMIN 634/07 BE CANCELLED AND INCIDENTAL OPERATORS ARE UPGRADED PER REF B.
3.  OPERATORS THAT RECEIVED A HOME STATION TRAINING (HST) LICENSE UPGRADE IAW REF A ONLY COMPLETED 30 MILES OF DOCUMENTED ROAD TIME.
OPERATORS WITH THIS TYPE OF UPGRADE WILL BE REQUIRED TO COMPLETE ADDITIONAL ROAD TIME.
3.A.  ALL OPERATORS WILL BE REQUIRED TO COMPLETE AN ADDITIONAL 95 MILES OF DOCUMENTED ROAD TIME PER THE FOLLOWING CHART. READ IN TWO COLUMNS.

3.B.  OPERATORS THAT RECEIVED AN INITIAL MRAP UPGRADE LICENSE WHILE DEPLOYED ARE IDENTIFIED BY AN IN ZONE (IZ) STAMP ON THE OF-346.
UPON REDEPLOYMENT TO CONUS IT WILL BE VOIDED UNTIL SUCH TIME AS THE MARINE HAS MET SUSTAINMENT TRAINING REQUIREMENTS PER REF C.
3.C.  THE LOGBOOK IS THE SOURCE DOCUMENT TO VALIDATE IF THE STANDARD WAS MET.  IF THE DRIVERS LOGBOOK VALIDATES THE STANDARDS PER REF B WERE OBTAINED, THE ISSUANCE OF A STANDARD LICENSE IS APPROPRIATE IAW REF B. 
4.  MOTOR TRANSPORT TECOE, FT LEONARD WOOD IS RESPONSIBLE FOR DEVELOPING AND MAINTAINING MASTER LESSON FILES (MLF) TO ENSURE STANDARDIZATION OF TRAINING.  THE MLF WILL BE POSTED AT THE FOLLOWING WEBSITE, HTTP:SLASHSLASHMCDETFLW.TECOM.USMC.MILSLASHMTICSLASHMTTECOESLASHMTTECOE.ASP.
4.A.  FOR MISSION SPECIFIC TRAINING (I.E. INCLIMATE WEATHER, MOUNTAINOUS TERRAIN) SIMULATOR HOURS WILL BE IMPLEMENTED AT HOME STATIONS AS PART OF BLOCK II PTP.  EACH MEF AND MFR HAS BEEN FIELDED THE MRAP SIMULATION PACKAGE.
4.B.  EGRESS TRAINING IS NOT A REQUIREMENT FOR INCIDENTAL LICENSING.
EGRESS TRAINERS (DRY/SUBMERGED) ARE BEING DEVELOPED AS AN URGENT UNS.  PLANNED TRAINING WILL BE ENCOMPASSED AS PART OF MISSION SPECIFIC PTP.
5.  IN ALL CASES COVERING THE MRAP, THE OF-346 WILL BE STAMPED MRAP CAT I/II OR MRAP CAT III AS APPROPRIATE.  ADDITIONALLY, ALL OTHER DOCUMENTATION AND SUSTAINMENT WILL BE PER REF B. 
6.  CAT III MRAPS ARE A BRAVO TAMCN.  UNTIL SUCH TIME AS REF D IS UPDATED, REF B WILL BE UTILIZED FOR LICENSE UPGRADES TO THE CAT III VARIANT.
7.  REF E APPROVED A NEW MINIMUM OPERATOR HEIGHT REQUIREMENT OF 59 INCHES.  LICENSING OFFICIALS WILL USE THE NEW MINIMUM HEIGHT IAW REF E UNTIL THE UPDATES OF REFS B AND C ARE RELEASED.
8.  SAFETY WILL BE EMPHASIZED IN ALL TACTICAL MOTOR VEHICLE TRAINING AND LICENSING PROGRAMS. 
9.  RELEASE AUTHORIZED BY LTGEN FLYNN, DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION.//
